In recent years,it makes Yunnan,a border ethnic area,have a new change as well as a new challenge for a bright future in education,due to the national policy towards ethnic areas and border areas.As part of higher education,adult higher education takes the responsibility to promote the regional development in economy and society.It is questioned that adult higher education become generalized and homogenized,which limits its characteristic development.This research is based on the fact that adult higher education is lack of school characteristics,referring to the lifelong education theory,using documentary method,questionnaire method,interview method and qualitative analytical approach,qualitatively surveyed the state of the characteristic development of adult higher education in several typical local ordinary colleges and universities in Yunnan.According to the result of the survey,colleges and universities in Yunnan have their own concept and idea to explore the characteristic development and have prepared some specific measures and plans for the characteristic development.On the other side,the slow development causes some problems in adult higher education of the ordinary colleges and universities in Yunnan,which appear in policy,society and the training mode.In policy,major setup was influenced by adjustment of the policy,inadequate condition to run a school,the lack of expenditure and the restrained regional cooperation.In society,adult higher education exists with low social esteem,unclear characteristics,the loss of ethnic culture,ignorance of ethnic education and weak awareness of educational poverty alleviation.For adult higher education itself,its development is constrained by similar school-running concept,inefficiency actions,less-developed teaching management mode,convergence in curricula and incomplete teachers team.For solving these questions,based on the theory,this research put forward three proposals as follows: firstly,it is necessary to adjust the way to develop talent,to make sure of the characteristic concept of running a school and effective measures,to innovate developing mode,to teaching methods,to upgrade professional competitiveness,to coordinate the arrangement of curricula,to improve the qualities of teachers;secondly,the social service should be completed,including expanding ethnic education combined with the ethnic culture;strengthen awareness of education poverty alleviation and pay attention to poor students;finally,attention should be paid to making the plan for regional development with the regional characteristics highlighted,getting rid of the regional restriction with cooperative school-running mode,increasing employment education to develop talent for region.This research consists of six sections: section one is introduction,including dissertations reason,literature review,research significance,research content,research methods and ideas;section two is about the core concepts and basic theory,theoretical basis and the definition of main content;section three is about the analysis on the practical significance of the research from four dimensions,including regional characteristics,ethnics,poverty alleviation with employment and adult higher education;section five is the empirical survey,using the method of interview and questionnaire,which is about the characteristics of adult higher education in local ordinary colleges and universities in Yunnan;section five focus analysis on the existing problems in adult higher education of local ordinary colleges and universities in Yunnan,which was divided into three aspects;section six is about the proposals combined with the situation and the theoretical basis.This research is expected to provide the guide and reference for the practical activities by local ordinary colleges and universities in Yunnan and to enrich the existing research in order to provide valuable literature for future theoretical study of characteristic development in adult higher education.
