In 2009,The Australian Government Department of Education,Employment and Workplace Relations promulgated the Being,Belong & Becoming:The Early Years Learning Framework for Australia.which is the first national early years learning framework in Australia,and from the year 2002,the Commonwealth of Australia started to enact the early years learning framework,The promulgation of this Framework was a milestone in Australia.All reform measures of the Australian National Quality Framework for Early childhood Education and Care were implemented through the implementation of kindergarten curricula,and this Framework was an important measure to implement this framework.This paper uses the documentary method and the comparative method,Comprehensively analyses and discusses the background and development process,outline,main content,main features,as well as enlightenment to the preschool curriculum standard in China of The Early Years Learning Framework.The promulgation of this Framework was due to four factors:Australia's political context;Australia's the increasing cultural and social diversity;the impact of brain science theories and the economic benefits of high-quality early childhood programs;and problems with the quality of early education in Australia,these factors called for new course outline.Therefore,Australia enacted this Framework to meet the needs of the society.Of course,the framework was not accomplished in a single step,but it has gone through the search literature stage,the discussion framework stage,the development framework stage,and the experimental framework stage.Each stage has different tasks and focuses.This Framework is not a detailed syllabus,and there is no division of fields.Instead,it provides a guiding for educators through the principle,practice,and the learning outcome.These three elements are also the main contents of the framework,and Being,Belong & Becoming is the theme of this framework.From the macro level,it is to realize the vision of the federal government.From the micro perspective it aims to expand and enrich the children's learning from birth to five years and through the transition to school.The framework is composed of introduction,body and glossary,The introduction describes the purpose of the promulgation,the object of implementation,the structure of the framework,and the characteristics of children's learning.The body introduces three elements.Finally,some specific terms in the text are explained and explained.The main content of the framework includes five principles,eight practices,and five learning outcome.The five major teaching principles are respectively theprinciple of developing children's interpersonal relationship,the principle of family and kindergarden,the principle of equality and high expectations,the principle of respect for diversity,the principle of long-term study and reflection.The eight practices are system teaching method,timely response method,game learning method,intentional teaching method,creat learning environment method,cultural competence method,learning transition method,learning evaluation method.The five learning outcomes are children have a strong sense of identity,children establish connections and contribute to their world,children have a strong sense of well-being,children become confident and committed learners,and children become effective communicators.The main features of the freamwork include emphasizing the construction of children's"Being,Belong & Becoming",paying attention to cultivating children's spirituality,and focusing on cultivating children's social capabilities.Finally,the author compares this Framework for Australia with the Learning and Developing Guide for 3-6 Year Old Children",and puts forward the following enlightenments to the preschool curriculum standards in China: paying attention to cultivating children's spiritual aspects,advocating inclusiveness and flexibility for the pre-syllabus,Improve the support system for preschool curriculum.
