The employment situation of college graduates nowadays attributes to a variety of factors, which can be specified as social, school-related, domestic, and personal factors of college students. Whereas, the fundamental reason why college students are so frustrated while applying for a job boils down to their humble practical capabilities, which gestate an overwhelming demand for more decent education as well as more qualified teaching faculties.Application-oriented university hasn't taken shape until higher education in our country stepped into a popularization phase, when the domestic market broadened its taste for talents training and a more profound meaning for higher education was vividly portrayed. Serving as assistance to local economic constructions, it focuses on the cultivation of application-oriented undergraduates, and the facilitation of a coordination of occupation, professional skills and knowledge. Concerned with basic capabilities, the cultivation of application-oriented undergraduates has no longer been bound by the conventional prototype of"knowledge plus professional skills", but advanced into a"knowledge plus professional skills, together with practical capability"model based on the proposition of a smooth transition among knowledge, professional skills, and occupation. However, varied kinds of incompetence betrayed during the process of employment by graduates from application-oriented universities contravene the original motivation of schooling and the model of talent trainings. The principle reason can be concluded as the incongruity between the graduates'capability and the enterprises'demand, which particularly reveals as lack of practical skills, transitional obstacle between theoretic knowledge and practical application, and incompetence of solving practical issues. As a result, here comes to a question about how to tackle this problem. The most effective approach might stretch itself to the improvement and confirmation of teaching faculties'qualification, as well as their polished capability of conducting practice-oriented teaching.Competency is a crucial concept and a relevant research method proposed by David·C·McClelland, an American psychologist from Harvard in his book"Testing for Competency Rather Than Intelligence", 1973 edition. McClelland believes competency is the very individual qualification and behavioral character that affect individual working achievements. The so-called competency model is a behavioral-pattern based method of definition and description of the necessary knowledge, skills, qualification and working capability a employee should be equipped with. It determines the hybrid of several key capabilities and working proficiency needed in accomplishment of a certain job from the perspectives of different levels and specific behavioral description of an according level. It is necessary to be noticed hereby that these behaviors and skills mentioned above sheds a key effect on personal achievements and corporate success, and must be measurable, observable and guidable,As the development of science technology, the personnel of high academic capabilities and high intelligence have dominated an increasing ratio of the total population in enterprises. Therefore, human resource management turns out to be possessed of more importance in a enterprise than ever before. Whether human resource management professionals are well qualified has a direct influence on the effectiveness of organizing human resource management. As a result, it is worth a research on the competency of relevant human resource management professional with the purpose to confirm the necessary knowledge they should be equipped with and the standard of occupational qualification. Only in this way, can schools come to realize the exact approach to genuinely transfer from the notion of'knowledge-oriented'to the one of"capability-oriented", and consolidate the teaching faculty construction in a bid to enhance students'practical skills and foster talents who are suitable for the development of universities. Based on the clarification of the requirements of being a human resource management professional, we are bound to accordingly conduct educational activities and come up with more specific requirements of being a human resource management teacher.Competency model has hitherto become a novel tool for evaluating and analyzing human resource, which is also promoting the transformation of the human resource management of current enterprises. Considering its current status, researches on competency model is mainly bound to enterprises with personnel of relatively high capability, knowledge, and qualification as research objects, and shed more attention in the competency model of the medium & high level managers and key technicians. College teachers also account to high-level and key human resources. However, very few scholars hitherto have conducted systematic research in terms of the competency model concerned with college teachers, which promises a relatively broad room for further research. Engaged in the human resource management teaching for not quite a long period, the author of this article is short of practical experience and doomed for further improvements. Thus, any defect in this article expects readers'patience and forgiveness. Your understanding will be highly appreciated.Taking a great deal of literatures, information and many relatively sophisticated theories concerned with corporate competency model as reference, this article is well organized, and in compliance with the actual characters, and features of working activities that occur in the colleges of our country. Through the analysis of the possibility of solving problems with competency model, this article shed a light on how to establish a competency model for teachers of human resource major from application-oriented universities, with a purpose of supplying a theoretic base for competency model of college teacher management.From the perspective of the current employment situation of application-oriented graduates, this article concludes that teaching faculty's qualification has a direct effect on college students'employments, and accordingly proposes human resource major teachers should refine themselves with brand-new and profound qualities in the aspects of moral, knowledge, and capability, etc. This article serves as assistance to inspire faculty's initiatives and motivations during teaching process and a reference for the management of application-oriented university faculty based on the competency model. This article unfolds itself into three chapters. By dint of the current employment status of the graduates from application-oriented universities, Chapter I mainly analyzes the connection between their employments and school faculty's qualifications. Chapter II is actually a further dissertation of Chapter I, which illustrates exactly what kinds of qualification the human resource major teachers from application-oriented universities are supposed to be equipped with. On the basis of the propositions of the previous two chapters, Chapter III focuses on establishing the competency model for application-oriented university faculty of human resource major, with the specific methods and procedures of how the model is established as well as the its practical applications comprehensively covered.Based on the research above, this article makes two crucial conclusions as following:1)It is highly recommended application-oriented graduates be equipped with assorted kinds of capabilities, especially the conciliatory combination of knowledge, skills and working capabilities in hope of a smooth transition among knowledge, technique and occupation. The skill hereby refers to practical skills.2)Competency model is qualified to serve as a better solution to the qualification structure of faculties from application-oriented universities and informative reference for the management of these faculties as well.
