Research On The Government Science And Technology Investment In Scientific And Technological Achievements Of Colleges And Universities

Form the early 21 st century,scientific and technological innovation ability has become one of the most important issues.As one of the main parts of the national innovation system,colleges and universities shoulder the important mission of innovation.And the government science and technology investment devotes a lot to colleges and universities.Firstly,this thesis combed the studies of domestic and foreign scholars on the government funds input and output of science and technology innovation.It is the theory basis of researching the efficiency of the government science and technology investment in scientific and technological achievements of colleges and universities.Secondly,the thesis analyzed the amount and structure of the Guangdong government science and technology investment from 2007 to 2015,which found the Guangdong government science and technology investment has been increasing year by year,and it weighs over 60% of the whole funds of university science and technology innovation.Thirdly,this thesis set up the input-output model:government science and technology investment to colleges and universities is the unique input while monographs,academic papers,appraisal results,technology transfer income and patent authorization number are the5 outputs.Then,based on the input-output model,this thesis used DEA-Malmquist method to figure out the comprehensive efficiency the Guangdong government science and technology investment.Finally,according to the weaknesses of colleges and universities using government science and technology investment,this thesis put forward some suggestion in order to improve the efficiency of the government science and technology investment.
