The modern vocational education in our country originated from the Republic of China,and gradually formed a relatively complete policy system of funding for vocational education in a complex social environment.It covers the student financial assistance policy,teacher compensation policy,vocational education “tax” policy and social donation policy.During the Republic of China,the evolution and development of the funding policy of vocational education experienced the initial embryonic stage,the forming stage of the War of Resistance against Japan and the mature stage after the War of Resistance Against Japan.The policy contents at different stages have their own characteristics and differences in effectiveness.During the period of the Republic of China,the evolution of the policy on the funding of vocational education and the changes in the political,economic and cultural environments were homogeneous.Driven by the wills of the state and the needs of the society,the policies experienced changes from discontinuity to continuity,from fragmentation to system,from demand to Mandatory change process.The social legitimacy of the funding policy of vocational education in the Republic of China originated from the “combination of cultural traditions” and “conformity of interests” with the value orientation of “Three Principles of the People” for which political legitimacy was sought.“The bureaucratic aid and the” administrative symbol “Borrowing” is the basis of its administrative legitimacy.However,along with the change of institutional environment,the development of national economy and the change of social values,the policy of funding for vocational education in the Republic of China has encountered torture and crisis of legitimacy in the implementation process.The main manifestations are as follows: in the pursuit of efficiency,Policy inefficiencies reflected by low employment and high dropout rates,procedural crises in policy processes and policy implementation.During the period of the Republic of China,the occupation education funding policy accumulated many experiences and lessons in its sources of funding,allocation,financing,use and management,and so on.Which raised the government’s willingness to invest in vocational education and broadened the funding for vocational education in the development of modern vocational education in our country Channels,to achieve the legalization of vocational education investment,improve the occupation education funding management system,innovative “development-funded system” and provide a very practical reference and reference.
