Comparative Study On Supervision System Of Social Work In The Mainland,Hong Kong And Taiwan

There are regional differences in the development of social work supervision system in the Mainland.Different areas have their own requirements and practices in terms of qualification requirements,selection and recognition and continuing education.Social work supervision is an important guarantee for the quality of social work service.What should the system of social work supervision in the Mainland be?This article selects the social work supervision system in the Mainland,Hong Kong and Taiwan for comparative analysis.The three places are in the Chinese social and cultural environment,but their social work supervision systems show different styles.This article tries to discuss the construction of the supervision system of social work in the Mainland by comparing and analyzing the environment,content and function of the three social work supervision system in the Mainland,Hong Kong and Taiwan.In the comparison of institutional environment,the commonality of the three places are social problems,which generate the need for social work and supervision.Under the Officer-based Culture,there are different levels of social work supervision in the Mainland,and there is no such setting in Hong Kong and Taiwan.The influence of traditional culture on the supervision in the three places is mainly reflected in the human factors,but the western culture and colonial culture have different degrees on the development of the work supervision.The employment and payment of social work supervisor in Hong Kong and Taiwan is mainly determined by the social work organization.The recognition of the social work supervisor in the Mainland is mainly driven by the government and industry association.With regard to the function of supervision,the three places have the same expectation for supervisors' practical ability and supervision experience.Through comparative analysis and research,the author finds that there are four important thrusts in the development of the social work supervision system in the Mainland: First,it is necessary for the government to play the leading role,to clarify the direction of the construction of the social work supervision system,to break the barrier of regional protection;Second,industry organizations develop unifiedsupervision standard and operation guideline,and carry out local supervisor training plan.Third,we should strengthen the strength of social service organizations,and give full play to the role of organizations in the identification,use and cultivation of supervision.Finally,to exert the power of the academic community in supervisor training,policy formulation,and theoretical construction.
