National reading was advocated by the resolutions of Sixth Plenary Session of the Seventeenth Central Committee,the reports of 18 th CPC National Congress,the speech of general secretary Xi Jinping,and the prime minister Li Keqiang's work report of the government.State Administration of Press,Publication,Radio,Film and Television issued the13 th Five-Year Plan For Nationwide Reading on 27 th December 2017 which emphasizes the importance of youth reading.The government work report put forward "vigorously promoting national reading" in 2017,and The Ordinance Promoting Reading for All has been enrolled in the legislative plan of the State Council.In these circumstances there is great practical significance to conduct an empirical study of pupils' reading behaviors.In order to fully understand the reading situation of high grade pupils in Baoding,the author randomly selected 6 primary schools among Jingxiu district,Lotus district and Qingyuan district in Baoding and chose grade five or six senior students as the objects.The survey showed that parts of students' extracurricular reading is affirmative but with problems.Such as students lack of interest in reading;reading less and single;insufficient reading atmosphere;unscientific reading habits;short reading time reading without guidance and so on.Combined with interviews with some teachers,parents and students,the paper analyzed reasons for above problems.First,the primary school student lack the correct guidance of reading motivation.Second,the school lack of enough attention to extracurricular reading.Third,the majority of families could not create a good reading atmosphere.Fourth,public situation reading atmosphere is not strong enough in Baoding.Fifth,some teaching departments are out of duty in Baoding.To solve these problems,it needs that First,the competent departments should perform related responsibilities like supervision and guidance.Second,the school should increase inputs on students' extracurricular reading.Third,teachers should guide students to read correctly after class reading.Then,parents should attach importance to and participate in the children's extracurricular reading;Finally,the socialparties should contribute to create the atmosphere of reading.
