The report of the 19 th National Congress of the Communist Party of China puts forward that "we must adhere to the employment priority strategy and active employment policy,achieve higher quality and more full employment",and clearly focus on promoting employment and ensuring the quality of employment as the top priority of people's livelihood improvement.Nowadays,the proportion of youth unemployed is much higher than that of adults,and the unemployment rate is nearly twice that of adults.For a long period of time in the future,the problem of youth employment is relatively large.The youth is also a valuable human resource.Reasonably guiding and assisting to send some talent resources into the human resources market and achieving high-quality employment is an important step in building a country from a human resource country to a human resource country.Youth employment not only has a bearing on the future of the youth itself.With destiny,it is also related to the happiness of hundreds of millions of young families,and is closely related to China's economic development and social stability.On the other hand,there are significant regional differences in youth employment.The economic development of China is obvious,and the development situation between different regions is quite different.Since the reform and opening up,the state has promulgated a series of positive policy measures to ensure the stability of national employment.In general,it has increased China's demand for labor,and raised the level of employment,employment and employment security,but employment brought about by regional differences.The problem of quality imbalance cannot be ignored.Therefore,how to solve the differences in the quality of youth employment brought about by regional differences more scientifically and effectively,to better optimize the allocation of young labor force and improve the employment quality of youth groups is an important and meaningful study.This paper uses the China Labor-force Dynamic Survey(CLDS)2016 data to study the quality of youth employment in China from the perspective of regional differences.The quality of employment is measured by the employment rate,fulltime ratio,contract ratio and wages.First of all,this paper finds that there are regional differences in the quality of youth employment.The specific performance is that the quality of youth employment in the central and western regions is lower than that in the eastern region.This is the case in terms of employment rate,fulltime job rate,labor contract rate and wages.The differences are: 0.1627,0.1569,0.1761,and 0.3503.Secondly,the determinants of these differences are: the demand side includes the macro-level local city-level per capita gdp and the local municipal-level tertiary industry;the supply level includes labor.In addition to its demographic characteristics,it also has its human capital and social capital,and finds that the low employment rate of young people in the Midwest is due to higher job conversion rates rather than their long-term unemployment rate.Finally,through the decomposition of Oaxaca-Blinder,which affects the regional differences in the quality of youth employment,this paper finds that the level of economic development is the main factor leading to the difference in the quality of youth employment.Human capital and social capital have a positive effect on the quality of youth employment,and there are It is conducive to narrowing the difference in employment quality among young people in different regions.At the same time,the development of the tertiary industry can,to a certain extent,narrow the regional differences in youth employment in terms of full-time rate and contract rate.In addition,in the labor market,the quality of employment of married young women is relatively worse.Therefore,measures are needed to ensure the quality of employment of married young women.The policy implication of this study is that the factors affecting this difference are demonstrated through the phenomenon of regional differences in the quality of youth employment in China.It provides theoretical and empirical basis for improving the quality of youth employment and reducing regional differentiation.This paper believes that in the context of the society that requires higher quality and more full employment,to improve the quality of youth employment and reduce the regional differences in the quality of youth employment,it is necessary to establish a service platform to provide employment guidance for young people,build and improve the youth training system,and accelerate A series of measures such as the development of the tertiary industry in the less developed regions and the active promotion of the domestic labor society,thereby ensuring the employment rights of the youth groups and helping them achieve higher quality employment.
