The Study On The Construction Of The Parent Association In Primary School From The Perspective Of Multi-governance

Under the current background of education governance,it has been universally recognized that government,parents and school participate in school governance together.Family education is an organic part of students' education.The parents' attitudes towards life,educational ideas and educational methods have an important influence on students' entire life.Parents are the main force involved in school governance in social forces.As a mass organization that represent parents to participate in school education,the Parents Association plays a key role in promoting modern school governance.The Parents Association in Primary School is a breakthrough for the establishment of the overall Parents Association.The development of Parents Association in primary school can not only promote the realization of the goal of "cultivation education" in the primary school,but also can cultivate a group of backbones for building Parents Association both in junior high schools and High schools.This study takes some elementary schools in district B of T city as the example to investigate the present condition of the construction of the Parents Association in primary school by using questionnaires,interviews and other methods.Through the investigation,it found that there are several problems of Parents Association in the elementary school.First,the functions of the Parents Association are limited in some degree,and the Parents Association has a low level of participation in school management.Second,The overall coordination of the organizational system is not good.Third,The Regulations of the Parents Association is not standardized and the work which carried out is not planned and scientific.In view of the problems existing during the construction of Parents Association in primary schools,this study analyzes the reasons from three levels.First,the relationship between the main bodies is unequal and the division of work is not clear.Secondly,the component procedure of the Parents Association is not democratic and there is a deviation in parental participation.Thirdly,the security mechanism for the construction of Parents Association is not perfect.Based on the existing problems and the reason analysis,this study proposes the optimization strategy of the Parents Association construction from the perspective of multi-governance.First,Clarifying the main responsibility of multiple subjects,based on the principle of equality.Second,constructing the governance structure of multiple governance with democratization process-oriented.Third,Improving the governance mechanism of multiple governance with the criterion of systematism.
