Human society has stepped into the knowledge economy era in the21st centuryand promoting the healthy and rapid economic development is the top priority in allcountries.Along with the increasingly fierce of international competition,the essence ofcompetition is science and technology talent competition. The sustainable developmentof a country’s economic needs constantly promote technology innovation. Science andtechnology talents as the main body of technological innovation, is the core power ofthe ability of innovation and creation in enterprise. The cluster aggregation effectproduced by science and technology talent plays a significant role in promoting theirtalent in innovative activities for science and technology. On the other hand, ourcountry attaches great importance to the development of high technology industry asthe guiding industry strategy to promote the development of national economy. Hightechnology industries attaches great importance to the innovation of science andtechnology, and it is indispensable to social development forward propulsion, hasobvious promoting role in the improvement of labor productivity and industrialupgrade.Competitiveness between countries depends on the development of hightechnology industry, and high technology industries development cannot leave thesupport of science and technology talents.As the main body of technological innovation,science and technology talents bears main task in scientific and technologicalinnovation in the research and development of high technology industry and to a greatextent, it affects the healthy and rapid development of high technology industry in ourcountry.This article first make clear the connotation and characteristics through the studyof the literature review of talent aggregation effect. The study of efficiency combinedwith the research and development of high technology industry, has been clear aboutthe connotation and path analysis. Then the article using gathered population migrationtheory and economic theory of science and technology talent aggregation effect analyzethe definition, connotation and characteristics through the analytic hierarchy process(ahp) construct the index system of science and technology talent aggregation effect,and science and technology talents gathered knowledge spillover effects, collective learning effect, innovation effect and scale effect analyses the mechanism of influenceon the efficiency of research and development of high technology industry. Finally,based on the stochastic frontier analysis method for science and technology talentaggregation effect on the efficiency of the high technology industry research anddevelopment on the empirical analysis of measure28provinces and cities in2002-2012of the nation’s high technology industry research and development efficiency, the aim isto demonstrate how science and technology talent cluster promote to enhance theinnovation of science and technology and the domain of economic development, aswell as in promoting efficiency in the research and development of high-tech industrieshave obvious effect, and on this basis put forward to improve science and technologytalent aggregation effect, and countermeasures and Suggestions to promote the growthof R&D efficiency. Through this research, this article tries to illustrate the regionalscience and technology talent aggregation effect for the role of development of hightechnology industry, optimize allocation of regional science and technology humanresources for the government, improve efficiency of research and development of hightechnology industries to provide decision-making basis.
