At present,the trend of deepening the reform of teacher education comprehensively in the new era is aimed at building a highly qualified and professional teacher team.As an important platform for the construction of high-quality professional teachers,the teachers' mentoring system for primary and secondary school teachers directly constrains the quality of teachers' team construction.Whereas there are many problems in the implementation of teachers' mentoring system for primary and secondary school teachers.In order to meet the needs of establishing a highly qualified professional teaching team and to overcome its own development difficulties,it is imperative to improve the mentoring system for primary and secondary school teachers.The professional learning community theory is characterized by common vision,cooperative learning,personal practice sharing,common leadership and supportive conditions.It advocates that community members should achieve win-win cooperation and make common progress which provides a new theoretical paradigm for the teachers' mentoring system.It increasingly becomes an important theoretical support for professional development of teachers.Based on a professional learning community,the mentoring system for primary and secondary school teachers has a fundamental aim of promoting the professional development of both junior teacher and experienced teacher in this relationship through continuous learning.Based on the premise of a common vision and values for both junior teacher and experienced teacher,and in the operating form of cooperating,communicating,sharing and helping each other and with the support of an atmosphere of equality and tolerance,the mentoring system is a professional developing method which aims to solve teaching practice and self-development issues.With an internal consistency between the professional learning community and the teachers' mentoring system of primary and secondary schools,the necessity and feasibility of the later have been proven through the study of the former.Through the investigation and analysis of the five aspects of the teachers' mentoring system,the sharing and supportive guidance,the common values and visions,the sharing of personal practices,the common study and application and the supportive conditions via questionnaires and interviews,it is found that the weak of common vision,the poor effect of cooperative study and the lack of necessary guarantee mechanism are the main issues existing in the teachers' mentoring system of primary and secondary schools.From the perspective of the professional learning community theory,the main causes for the existing issues of the teachers' mentoring system in primary and secondary schools are that school leaders and teachers in mentoring systems are influenced by the traditional dualist thinking of mentoring so that they have insufficient awareness of the common vision of the teachers' mentoring system and fail to find the solutions to the issues.In addition,these issues are as following: First,it is not it is not effective to deal with the contradiction between teaching and mentoring time.Second,teachers have no sufficient cooperating awareness and lack of some elements such as cooperative learning ability,equal and fair relationship,emotional bond for cooperative learning and multiple salary incentives or punishments,etc.To deal with the issues above,the teachers' mentoring system for primary and secondary schools basing on a professional learning community should be constructed.To this end,common visions and values,cooperative communication,equal and tolerant atmosphere are required.Attentions should be paid to solving teaching practice and self-development issues.Under an optimized strategy,a personalized common vision should be constructed by both masters and apprentices in mentoring relationship.With a combined professional feeling shared proactively by both of them,the master teacher plays a role of leading and a healthy culture platform can be constructed accordingly.Meanwhile,schools should provide policy support for both the experienced teacher and the junior teacher.
