In the rapid development of the changing society, school philosophy changed from awareness of personal survival and development, to build life-long education system compatible with the learning society change. Professional learning communities, as a practical model of teacher development and school improvement, also get the attention of more researchers. In the interaction and cooperation of school culture, Teacher Professional Learning Community is the organization that teacher and leader, around a common philosophy and goals, cooperate and support and share practical experience to promote the goal of the professional development of teachers and students. In this paper, we hope to provide some practical guidance on the professional development of teachers'views, on the basis of theoretical analysis and practice survey.Based on the analysis of the basic characteristics of teachers'professional learning community and practice survey of primary and secondary school teachers' professional learning community, the problems are mainly:Serious administrative tendency; Teachers lack the sense of cooperation; Teachers research formality; Lack of support conditions. Based on existing problems, the author try to proposed practice strategies from the school leaders,teachers and school culture. Firstly, the school leaders actively change the role of the leadership by the managers to service providers; separate the powers, giving teachers the power; train the leader from teacher; Improve the teacher evaluation and protection mechanism; offer the space and time to be in the professional learning communities. Secondly the teachers must have willingness to self-improvement; have cooperation and exchange capacity; have authorized awareness, and to assume delegated responsibilities. Thirdly, for build a collaborative teacher culture, the school should develop a sense of cooperation of teachers,launch various forms of teacher team activities,increase the respect and trust between teachers,evaluate the achieved results of teachers'professional learning community.
