In the final analysis, international competition is the competition of talents. The training of talents depends on the development of education. The comprehensive quality of teachers is the essence of the entire education.Looking back the development trend of international teacher education and the needs of domestic education and teaching reforms, the quality of pre-service teachers should be improved, lay a solid foundation for the professional development of post-service teachers.Normal student as a reserve force for teachers in the future,it is crucial to develop their information technology teaching ability. However, many normal colleges in China have many problems in the course of setting up public courses for education technology. The inadequacy of the curriculum system leads to the lack of systematic development of student ability;the bias of teaching content makes the development of student ability lack of comprehensiveness; The lack of teaching resources makes students' learning methods lack diversity;the mechanical repetition of the teaching process makes the teacher's development lack continuity;the outdated teaching model makes the entire classroom teaching lack of effectiveness;the lag in teaching feedback makes students lose their autonomy in learning. In view of the existing problems, combined with the connotation of the information technology teaching ability and the requirements of the international community for the development of talents, the research group of the “Empirical Study on the Information Technology Teaching Ability Standards and Training Models” researched the standard of information technology teaching ability for normal students. The standard divides the information technology teaching ability of normal students into three dimensions: basic technical literacy, technology support teaching, and technology support learning. The study aims to develop the information technology teaching ability of normal students, and based on the standard for normal students studied by the research group,a blended-teaching model for the information technology teaching ability of normal college students was designed and applied to normal student education.Online courses will be designed and developed based on Sakai's online teaching platform to support blended teaching, and face-to-face teaching will be combined with online teaching. Finally, combining the measurement tool, the author uses the method of quasi-experimental research to test the validity of the blended teaching model.Based on this, the teaching effects in the two teaching models were evaluated. The main indicators were teaching satisfaction and normal student's course results. The experimental process was divided into a control group and an experimental group,in which the control group used the traditional teaching model and the experimental group used the blended teaching mode.Based on the two teaching models, the students' information technology teaching ability is trained. The investigation and research results show that under the two teaching models, the abilities of normal students have been improved. However, under the blended teaching model, the promotion level of normal students' information teaching ability is slightly lower than that of the traditional teaching model.Despite this, the level of promotion of basic technical literacy for normal students under the blended teaching model is higher than that under the traditional teaching model. In addition, under the blended teaching model, there is a higher degree of satisfaction with the teaching of the "Education Technology Application Training" course and the course results. This will serve as a reference for future teaching and research.
