Basic education is an important component of national quality education. In the process of New-type Urbanization,it is necessary to continuously improve the configuration of urban public service facilities and to meet people's growing desire for a better life,so that we can implement the value orientation of People-oriented.Education is of great benefit to both individuals and countries. The promotion of basic literacy of the people also provides an uninterrupted source for economic and social development. It can also achieve the common progress of the people and the country. At present,"the difficulty in seeking education" in Xi'an has become a hot topic for people's livelihood. The social contradictions are particularly prominent in the primary and junior high schools.Recently, the "Interrogate education to the government" program is a concentrated expression of the general public's appeal for education fairness. Therefore,it is particularly urgent to carry out studies on the problem of spatial mismatch, such as uneven distribution of urban basic education resources and shortage of quality education resources. This paper selects the primary schools, junior middle schools and senior high schools in Xi'an as the research objects. From the view of mismatch, the relative comprehensive distance of the actual configuration of basic educational resources in a certain region and within a certain period of time deviates from the optimal allocation status as the criterion of measuring the degree of mismatch. This article introduces the health distance model into the research of basic education resources, and studies the spatial-temporal pattern of the basic education facilities in Nine administrative area of Xi'an from 2009 to 2015,and identify differences in educational resources between regions. Then the article further explores the spatial distribution and agglomerationcharacteristics of high quality educational resources with the aid of ArcGIS spatial analysis methods Nearest Neighbor Index and Standard Deviational Ellipse. We discover that:In terms of temporal and spatial characteristics, the evolution process shows a gradual transition from the middle and high mismatch to the low level mismatch. On the whole, the basic education mismatch shows a downward trend. Moreover, the development of educational resources in the high school is better than that of the primary school. The allocation level of central city is superior to the suburbs. The spatial distribution of high quality schools is still concentrated in the main urban area. The results of NNI shows key primary school and key junior high school have strong agglomeration, and the primary stage is more agglomerative. All types of schools show a northeast-southwest direction, and the spatial distribution of key senior high school is more obvious. The suburb areas are extremely lacking in quality junior high schools.Resources of basic education is an important basic public service facilities of an urban area, and the status of its spatial configuration not only reflects the public to enjoy the fairness and convenience of educational resources, but also to reflect the city's livability and sustainable development. In the development of urban basic education and the optimization of the overall spatial layout of primary and high schools,it should be guided by the value orientation of balanced and harmonious development. It can be optimized from three aspects:government planning, educational institutions and individual choices.
