On December 6,2017,at the 2018 National General University Graduates ' Employment and Entrepreneurship Network Video Conference,the members of the Education Department and the Vice-Minister Lin Huiqing said that the 2018 national average college graduates were expecting 8.2 million graduates,and the employment and start-up work faced a complicated situation.According to the Ministry of labor and social security,the number of people waiting for employment is likely to increase as the number of graduates increases.But with the development of artificial intelligence,"Chinese 2025" and "Internet plus","supply side reforms" idea,the social demand for high skilled talents is increasingly rising,this provides a great opportunity to solve the current higher vocational graduates' employment problem.Conscientiously implement the vocational guidance work in Higher Vocational Colleges according to the social needs and help students to achieve high quality and sustainable development of occupation,not only can create social wealth,but also can promote the improvement and development of the individual personality;finally realizing social long period of stability.This paper chooses the vocational guidance system of higher vocational colleges in China and Japan as the research object,and analyzes the historical evolution of vocational guidance in higher vocational colleges of China and Japan by the methods of comparative research,literature analysis,historical research and case analysis.Development status,highlighted problems and deficiencies and the corresponding countermeasures of the content.First of all,using the theory of personnel-job matching and career development,this paper expounds the theoretical basis of career guidance and development in China and Japan.Then,it introduces the historical development process of vocational guidance between China and Japan,and compares the development and change of vocational guidance between the two countries under different background.Then,the differences of vocational guidance experience between China and Japan are analyzed through the comparison of the establishment of vocational guidance institutions,the guidance approaches and the construction of teachers.The comparative study shows that there are still some problems in the vocational guidance of higher vocational colleges in our country at present,such as the single function of the guiding institution,the in homogeneous staffing of the organization,the unclear working responsibilities,the lack of specialization of the full-time teaching staff.The guidance effect can not be guaranteed and so on.In view of these problems,the following improvement strategies are proposed.Firstly,the government should strengthen macro-control and actively guide,encourage higher vocational colleges to unite with social enterprises to guide;secondly,rationally adjust the structure of vocational guidance teachers.thirdly,strengthen psychological testing,use a variety of career guidance methods;Fourthly,construct the network of vocational guidance information,carry out the whole process of vocational guidance.Hope to promote higher vocational students to achieve high quality and sustainable career development through these ways.
