Problems And Countermeasures In The Process Of Administrative Power Governance In Local Universities In Hunan Province

The reform of higher education is an important part of the classification reform of institutions of higher learning and an inevitable choice for the modernization of colleges and universities.Since the 18 th National Congress of the Communist Party of China,both the central government and local governments at all levels have realized that the administrative problem of university governance has become a serious obstacle to the development of colleges and universities.Governments at all levels and competent educational departments have taken various measures and issued various documents to carry out the De-Administration reform of colleges and universities.The De-Administration reform of academic power is one of the key tasks in the De-Administration reform of colleges and universities.Nevertheless,it has been eight years since the De-Administration reform was first put forward in Colleges and universities.The De-Administration reform in Colleges and universities is still progressing slowly.In this paper,the problems faced by local universities in the process of De-Administration of academic power are studied,and the solution to the problem of De-Administration of academic power is studied.Questionnaires are used to collect and analyze the problems existing in the process of De-Administration of academic power in local universities.The essence of the problem can be found through revealing phenomena.The research results show that the main problems existing in the process of academic power de-administration in local universities include the inconsistency of academic power and administrative power,the influence of administrative thinking on academic affairs management,the administration of academic resource management,and the participation of academic affairs.Weakening and the administrative of academic evaluation power.And in view of the problems in the process of the De-Administration of academic power,the paper analyzes and clarifies the root causes of the problems.The main reasons include the unclear policy,the lack of supporting measures,the backwardness of system construction,the backwardness of university structure model and the shackles of official standard thought.Finally,according to the conclusion of the problem analysis,the paper puts forward the relevant countermeasures and plans to solve the problem of the decentralization of academic power in local colleges and universities.The main countermeasures include the power list system in Colleges and universities,the optimization of organizational structure,the attack of anti-corruption work in Colleges and universities,the construction of system and organizational culture,etc.In summary,this paper takes Hunan provincial colleges and universities as the object of investigation to solve the problems existing in the process of academic power De-Administration in local colleges and universities as the research task,and finally provides a reference for the solution of the problems.
