Research On The Operating Mechanism Of Academic Power In Local Universities

Under the situation of reforming the higher education,the system reform within the local universities is also faced with new opportunities and challenges.Compared with the universities which are directly administered by the ministry of education,local universities have differences in historical culture,school tradition and so on.Therefore,the development of local universities is more unique and local.The power relations within the local universities are complicated,so it plays a key role for the future development and trend of local universities to coordinate the relationship between administrative power and academic power,to clarify the power boundaries and responsibilities of the two powers,and to standardize the mechanism of academic power operation.This paper takes the local university as the research object,combining the governance theory and stakeholder theory,and investigate the operating status of academic power operation mechanism in D university in Hebei province with the use of questionnaire survey and interview method.Through the analysis of survey data,the author summarizes the existing problems in the mechanism of academic power operation in local universities,including the irrationality of the academic power decision-making mechanism and the guiding mechanism,the unsoundness of the incentive mechanism and coordination mechanism,the faultiness of the safeguard mechanism and supervision mechanism and the unsatisfactory of the operation effect of academic power operation mechanism.The reasons are various,for example,the concept of academic power operation subjects is unreasonable,the operating environment of academic power operation mechanism is immature,the power of academic staffs and academic organizations are weakened,the operating means and operating procedure of academic power are not standardized.Based on the further analysis of problems and causes,the author puts forward some strategies and suggestions to improve the mechanism of academic power operation in local universities.Firstly,clarify the function of academic authority and strengthen the decision-making mechanism of academic power.Secondly,establish the correct concept of power,and construct the academic power orientation and incentive mechanism.Thirdly,promote internal organizational restructuring and improve the mechanism of academic power protection.Fourthly,standardize the means of power operation and optimize the coordination and supervision mechanism of academic power.Fifthly,optimize the academic power operation environment and enhance the effect of academic power operation.Therefore,the local university should base on the reality to perfect the concept of higher education academic governance,and to complete the mechanism of academic power operation from the power decision-making mechanism,the guiding mechanism,the incentive mechanism,the safeguard mechanism,the coordination mechanism,the supervision mechanism and so on.And finally promoting the operation effect of the academic power operation mechanism of local universities.
