In order to improve the overall quality of the teachers,in May 4,1999,the Shanxi Provincial People's government formally promulgated the "Shanxi provincial primary and secondary school teachers' Continuing Education Regulations"(hereinafter referred to as "the regulations"),and the training of primary and secondary school teachers in Shanxi province began to step into the legal track.In 2010,the central government launched the "national training program for primary and secondary school teachers"(hereinafter referred to as "national culture"),and the training of primary and secondary school teachers in Shanxi has come to a new opportunity.Under the promotion of "Regulations" and "national training" policy,the training of primary and secondary school teachers in Shanxi has gone to a new level.After nearly 20 years of primary and secondary school teachers' training,the overall quality of primary and secondary school teachers in Shanxi has been improved to a certain extent.However,compared with the demands of the people,the high quality education resources are still very short.Although the scarcity of high-quality educational resources is the result of multiple factors,the shortage of excellent teachers is undoubtedly an unavoidable fact.That is to say,since the governments at all levels have put teacher training on the agenda,although a series of primary and secondary school teachers' training policies have been introduced,the policy goals have not been fully realized.How to improve the quality and level of decision-making of primary and secondary school teachers' training policies is a practical subject in the front of the educational policy-making departments and educators.Therefore,on the one hand,this study provides a certain reference value for the improvement of the quality of the policy decision of primary and secondary school teachers in Shanxi province.On the other hand,it enriches and perfects the theoretical system of the study on the training policy of primary and secondary school teachers in Shanxi Province,which lays a theoretical foundation for the study of the education policy in China.This study uses literature and interview method,from the perspective ofmanagement,combining the general management principle of Fayel,PDCA cycle,incentive theory,the theory of "human nature hypothesis" and other related theories to study the training policy of primary and secondary school teachers in Shanxi province since the new century.The research shows that the training target of primary and secondary school teachers in Shanxi province is comprehensive,the training content is varied,the training depth is increasing and the effect is steadily improved,which plays an important role in improving the quality of the teachers in Shanxi province.However,because of the influence of political,economic and cultural factors as well as the diversity and complexity of the training policy of primary and secondary school teachers,the following problems exist in the training policy of primary and middle school teachers in Shanxi Province,which have been promulgated and implemented.Planning level: the lack of scientific policy means the policy effect is difficult to show;organizational level: lack of human and financial resources leads to lack of policy promotion;control level: the lack of regulatory system leads to the lack of rigid policy implementation.The deep reason is that the primary and middle school teachers' training policy is single,the primary and secondary school teacher training policy and the policy environment do not match;the primary and secondary school teacher training policy leadership link lacks the coordination;the education management system supervision link is not perfect and so on four aspects.In order to improve the decision-making level and quality of the training policy of primary and secondary school teachers in Shanxi Province,it is believed that the decision-making department should strengthen the formulation of the training policy of primary and secondary school teachers,ensure the matching of the training policy of primary and secondary school teachers and the policy environment,strengthen the coordination of the leadership of primary and secondary school teachers' training policy and improve the middle and small schools.The supervision system of the implementation of teacher training policy.
