With the gradual deepening of comprehensive reform of higher education,the construction of “double first-class” has become a hot spot in higher education research.Performance appraisal is an important link in the construction of first-class disciplines.It has important functions of appraisal,evaluation and orientation in the construction of first-class disciplines.In this sense,the scientific evaluation of performance is crucial to the effectiveness of first-class discipline construction.The study firstly explains the related concepts of performance evaluation of first-class disciplines and the theoretical basis of performance evaluation,and explores the index system and evaluation methods of first-class discipline performance evaluation,which lays a theoretical foundation for this research.The research on the performance evaluation of first-class disciplines in Liaoning Province is inseparable from the investigation of the origin of the first-class discipline construction in Liaoning Province and the development process of its evaluation.Through the analysis of relevant policies,it is found that the construction of key disciplines is the starting point for the construction of high-level disciplines in China.It officially established the organizational structure of the organization of education administration and the participation of universities,and the construction of key disciplines is also the traceability point of high-level discipline construction in Liaoning Province.This study divides the high-level disciplines in Liaoning Province into three stages: provincial key discipline construction,characteristic discipline construction,and first-class discipline construction.Through combing the development and evaluation of corresponding high-level disciplines in each stage,we find that Liaoning Province high-level disciplines The construction has the characteristics of strong policy orientation and small changes in participation in construction.At the same time,its evaluation methods are also constantly improving,which is manifested in the scientific and institutionalized evaluation methods of high-level disciplines.On this basis,this study used a comparative analysis method to compare and analyze the methods of first-class discipline performance evaluation in Liaoning Province,Shandong Province and Zhejiang Province,and to understand the similarities and differences of the performance evaluation of the first-class disciplines in each province,and to follow the first-class discipline performance evaluation method in Liaoning Province.It lays the foundation for the exploration of the characteristics and deficiencies,and provides reference for the further improvement of the first-class discipline performance evaluation in Liaoning Province.The performance evaluation of first-class disciplines in Liaoning Province is unique in the evaluation method and the concept of score calculation method.The specific performance is that the performance evaluation of first-class disciplines in Liaoning Province is combined with subjective evaluation and objective evaluation,combined with comprehensive evaluation and key evaluation,and scale evaluation and 360.The degree of performance evaluation method is combined,and the evaluation method has the characteristics of multiple complementarity;the concept of the calculation method of the evaluation score combines the existing subject level of the subject with its own progress,making the evaluation result more fair and reasonable.At the same time,Liaoning Province's first-class discipline performance evaluation also has problems such as weak self-evaluation function and lack of indicators,and proposes specific improvement suggestions for related issues.First,strengthen the self-evaluation function of first-class discipline performance;second,optimize the performance evaluation index system of first-class disciplines.Third,moderately correct the use of national disciplinary assessment results;Fourth,improve the presentation of first-class disciplinary performance evaluation results;Fifth,establish a first-class disciplinary performance evaluation performance feedback mechanism to ensure the scientific performance of Liaoning Province's first-class disciplinary performance evaluation,To lay the foundation for the smooth implementation of first-class academic performance evaluation.
