Discipline is the basic unit of a college, the development of colleges and universities finally depend on the development of disciplines. In recent years, scientific research and social services are growing in rapid development with the scale of higher education in China. Face on difficulties and bottlenecks of the discipline development of colleges in China, we should vigorously select, construct unique and superior discipline in batches, in order to improve discipline strength of all subjects by raising the level of some subjects. In this way, all subjects will be growing coordinately, orderly and rapidly. This is an important and feasible way of Higher Education Development in our country. Therefore, carry on the discipline development performance evaluation is a fundamental measure of promoting discipline construction and development.In this paper, based on the investigation and study of discipline development performance evaluation in domestic and foreign countries, we did some research on performance evaluation of discipline development in colleges on the basis of discipline life cycle theory, discipline input-output theory and performance management theory. We did analysis to the features and functions of discipline development performance evaluation in colleges; propose six devise ideas and five devise principles of constructing discipline development performance evaluation index system which should be followed. We designed essential components of discipline development performance evaluation in colleges, and we made some detailed discussion to the implement processing of discipline development performance evaluation in colleges. At last, take a college in Shanxi Province for as an example; we did an empirical study of discipline development performance evaluation to some disciplines which have first-class doctor degree.The main contents of this paper are summarized as follows:Firstly, this paper combined discipline life cycle theory, discipline input and output theory and performance management theory, and applied it into the research of university discipline development performance evaluation, and made the results of discipline evaluation more comprehensive and reasonable.Secondly, this paper proposed six design concepts and five design principles which the establishment of university discipline development performance evaluation index system should followed, and made university discipline development performance evaluation index system has broad applicability.Thirdly, this paper based on the theoretical basis and index system of university discipline development performance evaluation, and made empirical study to the disciplines that belong to the first doctoral degree of one university in Shanxi Province. This paper combined theory and practice, and made the research results are of theoretical and practical significance.
