In the new era,discipline construction has become an important tool to facilitate the high-quality development of higher education in China.Discipline evaluation is an important governance tool to guarantee the quality of discipline construction.It is an important task for theoretical research and practical exploration in the field of higher education to test whether it can effectively play the function of "promoting construction by evaluation" and to explore the mechanism of its influence on discipline construction.Based on the theory of discipline construction performance evaluation and the theory of discipline construction resource allocation,53 universities directly under the Ministry of Education are selected as research samples,and the data related to the discipline construction of the sample universities from 2008 to 2017 and the results of the third round of discipline evaluation in 2012 are collected and collated.Then three econometric models were constructed to investigate:(1)the overall influence of discipline assessment on discipline construction in universities,and to test whether discipline assessment has played the function of "promoting construction by evaluation".(2)The moderating role of evaluation results in the influence of discipline evaluation on the discipline construction in universities.To test whether the influence of discipline evaluation among universities with different evaluation results is the "two-eight effect" or the "catfish effect".(3)The intermediary role of human and financial resources input and the level of allocation and use of discipline construction resources in universities,and test the mechanism of the influence of discipline evaluation on the discipline construction in universities.In addition,this study further analyzes the structural differences of the influence of discipline evaluation on the discipline construction in universities in three aspects: scientific research,talent cultivation and social services.The empirical analysis shows that:(1)Discipline evaluation does not fully play the function of "promoting construction by evaluation".Although it positively promotes the effect of discipline construction in universities,it negatively affects the performance of discipline construction in universities.(2)The evaluation results play a moderating role in the influence of discipline evaluation on the discipline construction in universities,enlarging the difference of discipline construction effect among the superior and inferior universities,resulting in the "two-eight effect",narrowing the difference of discipline construction performance among the superior and inferior universities,resulting in the "catfish effect";(3)Discipline evaluation influences the effectiveness and performance of discipline construction in universities through the mediating effect of discipline construction resources allocation and use,which verifies the internal mechanism of discipline evaluation influencing the effectiveness and performance of discipline construction in universities through influencing the allocation and use of discipline construction resources.(4)The influence of discipline evaluation on scientific research and talent cultivation results and performance of universities is consistent with that of the whole,but it has no significant impact on social service results and performance of universities,showing structural differences.Based on the above research findings,this paper puts forward the following suggestions on how to more effectively play the function of "promoting construction by evaluation" : Firstly,improve the discipline evaluation system and attach importance to the evaluation of the performance of discipline construction in universities.Secondly,we should use the evaluation results scientifically and give full play to the diagnosis and development function of evaluation.Thirdly,implement the resource competition mechanism to improve the efficiency of resource allocation and use in universities.
