In order to help the difficult people to obtain employment accurately,the government has issued the social insurance subsidy(hereinafter referred to as the social insurance subsidy)policy,and the policy has played a certain role in promoting employment.As a grass-roots worker engaged in social insurance subsidy audit for many years,it is found that there are still some defects in the policy based on the concrete situation in the process of work.The research object of this paper is the employment difficulty person who realizes employment by flexible employment form.First,250 policy enjoyment individuals in Yuhang District of Hangzhou City were randomly selected to conduct a one-month questionnaire survey.The results showed that about 3/4 of the people with difficulty in employment were employed successfully,and one fourth were not employed.Then,the government staff who are engaged in the social insurance subsidy related work,such as the policy individual,the town and street,the district manpower social security institute and so on,are interviewed in depth to understand the existing problems of the policy.According to the results of questionnaire survey and in-depth interview,the problems of social insurance subsidy policy for persons with employment difficulties are analyzed based on academic theory:first,the analysis of the operating mechanism of the policy.Because of the lack of operational strength,the actual employment situation of those who enjoy subsidies is often not strictly examined,and the employment rate is an important assessment indicator.The relevant departments need to reflect their achievements by reducing the registered unemployment rate in cities and towns.Therefore,to some extent,the government lacks the inherent motive force to strictly supervise the policy,which makes the policy deviate from the policy objective in the process of implementation;second,the analysis of the social insurance participation choice behavior of the people with employment difficulties.As a result of There is a great difference between the social insurance obtained by identity and the treatment obtained by the status of urban and rural residents,so long as there are conditions,the social members will choose social insurance for workers.After the implementation of the social insurance subsidy policy for persons in need of employment,the relevant personnel have a strong incentive to choose to participate in social insurance for workers.As a result,some members of the society take part in the social insurance of workers with higher pay in the name of employment difficulties under the condition of not obtaining employment.Based on the field investigation,the analysis of the operating mechanism of the policy and the analysis of the social insurance participation and selection behavior of the persons with employment difficulties,it is shown that the social insurance subsidy policy for the persons with employment difficulties deviates from the policy objective in the process of implementation.Therefore,the paper puts forward relevant policy suggestions from four angles:policy designer,policy executor,employer and difficult person.
