According to the Ministry of Education issued the "National Educational Development Statistics Bulletin",the gross enrollment rate of higher education in 2002 reached 15%,which indicates that China has entered into the internationally recognized higher education popularization stage,between the direct result is that universities the competition is becoming increasingly fierce,which requires colleges and universities must continue to improve their competitiveness,thus effectively identify and nurture the core competitiveness of their own development has become an important issue facing universities.This paper has important Shaanxi International Trade and Commerce Institute as the research object,the factors discussed in Shaanxi International Trade and Commerce Institute constitute the core competitiveness and the main factors Shaanxi International Trade and Commerce Institute to enhance the core competitiveness of the impact of this on Shaanxi International Trade and Commerce Institute to enhance its core competitiveness significance.Based on the core competence theory are reviewed on the first of Shaanxi International Trade and Commerce Institute analysis to identify the development of Shaanxi International Trade and Commerce Institute of existing problems,and secondly,using the Delphi method of Shaanxi International Trade and Commerce Institute experts sought to build its core competitiveness index system table,and index weights sorted and evaluated,and finally propose appropriate countermeasures against Shaanxi International Trade and Commerce Institute to enhance the core competitiveness of the problems.
