As the development of higher education reform,in order to the reorganization of major,the college system was established by universities.This thesis solved to the phenomenon of the reforms of college system.Scientific research is the first priority and teaching is the last.According to this problem,we try to discuss that how universities use the method of performance management to achieve a satisfied result,and improve the qualities of personnel training,complete the system of teacher's evaluation,to cause a successful and balance of situation between teaching and research.This thesis analyzed from strategic goal,combining three functions of higher education,personal training,research and teaching to decompose strategic goal.There are three parts of this thesis.Firstly,there are research background,relevant research summary,the idea and methods of study.In this part,the researcher analyzed the teacher's performance management under the domestic universities college systems,provided the theory of performance management,stakeholder theory and reforms of college system,and introduced the relationship between second grade college teacher's performance management and reforms of the college system.Secondary,this thesis discussed the problem of teacher's performance management,especially the issues of teaching and researching,and the decomposition of goals,make a statement for the design of teacher's performance management.The third parts is the importance,taking the H college as an example,stated the detail of this study,analyzed how to make strategic goal,decomposed the goal and the procedural of evaluations.This thesis explained the effect of the result of performance evaluation.
