Since the beginning of the 21 st century,under the favorable situation of the country’s western development and other policy support and the accumulation of various development advantages of Inner Mongolia,the economic strength of Inner Mongolia has increased significantly and the industrial structure Continue to optimize and upgrade,the proportion of the three industries has been optimized from "32.7,45.4,21.9" in 1978 to "10.8,39.6,49.6" in 2019.The bureau of economic structure led by the secondary industry has changed to the tertiary industry,and the industrial structure has been optimized and adjusted.,but the industrial structure of Inner Mongolia is still facing problems such as uneven development.The basis of industrial structure upgrading is technological innovation,and human capital is an important carrier of technological innovation,so human capital is the key to industrial structure upgrading and optimization.In the context of the development of the new era,accompanied by diminishing demographic dividends,the optimization and promotion of the industrial structure must require a higher standard of human capital and a reasonable structure of human capital.On the basis of summarizing the research results in the field of human capital and industrial structure upgrading,this research defines the concepts of human capital and industrial structure,and summarizes the theories related to human capital and industrial structure upgrading.Based on the data of Inner Mongolia,the current situation of human capital and industrial structure is analyzed by constructing relevant indicators,and the coordination between employment structure and industrial structure in Inner Mongolia is analyzed.Based on relevant theoretical foundations,it analyzes the reasons and direction of industrial structure promotion in Inner Mongolia,and explains the effect of human capital on the upgrading of industrial structure from the perspectives of market demand adjustment effects,resource allocation effects and technological progress effects.Then select the upgrading coefficient of industrial structure,human capital stock,human capital internal structure and distributed structure to establish vector autoregressive model(VAR)for empirical analysis,and carry out impulse response to conclude: the improvement of human capital stock will drive the upgrading of industrial structure;The expansion of human capital distribution structure,that is,the imbalance of human capital distribution structure will restrain the upgrading of industrial structure in the short term;The optimization of the internal structure of human capital can boost the upgrading of industrial structure,and this effect has long-term effect Carrying out variance decomposition,With the passage of time,the contribution rate of human capital stock to industrial structure upgrading increases,the contribution of human capital distribution structure to industrial structure upgrading is small,and the contribution of human capital internal structure to industrial structure upgrading is the least.Then,based on the research results,the paper puts forward some specific suggestions,such as increasing human capital investment,optimizing human capital structure,paying attention to technological innovation,improving demand structure and supply structure,and promoting the coordinated development of human capital and industrial structure,in order to further optimize and upgrade the industrial structure of Inner Mongolia.
