Research On The Evaluation And Improvement Countermeasures Of Intellectual Property Creation Ability In Anhui Colleges

The 21st century is an era of knowledge economy,and the importance of intellectual property is self-evident.Intellectual property has been listed as a basic strategic resource by many countries,and international competition around intellectual property has become increasingly fierce.The strength of intellectual property determines the success or failure of a country or region in the international competition for intellectual property.Promoting the intellectual property creation capacity is regarded as a powerful measure to strengthen the country and enrich the people.Colleges gather a large number of scientific and technological innovation resources,which is an important subject of national basic research and original innovation.The intellectual property creation capacity in colleges is related to the development of scientific and technological innovation and society of the whole country.It is necessary and important to carry out research and discussion on the construction of intellectual property creation capacity in colleges.Promoting the intellectual property creation capacity in colleges is beneficial to safeguarding the interests of colleges and promoting national progress and development.Anhui Province is a province with science,education and innovation in the central region of China.The colleges in the province have an important influence on the development of science and technology innovation in Anhui Province.However,Anhui Province is not yet a province with strong capacity of intellectual property.There are still many problems in the development of intellectual property in Anhui universities.In view of the status quo of intellectual property in Anhui colleges,it is urgent to enhance the intellectual property creation capacity in colleges.Based on this,this paper explores the theoretical and empirical analysis of the construction of intellectual property creation capacity in Anhui colleges.In order to systematically analyze the status quo of intellectual property creation capacity of colleges in Anhui Province,this paper first analyzes the general situation of intellectual property work in Anhui colleges from three aspects:institutional regulation,organization guarantee and incentive mechanism.Then,a comparative analysis of the status quo of intellectual property creation capacity of Anhui colleges from provincial and inter-provincial aspects is carried out.Finally,a set of evaluation index system of intellectual property creation capacity of colleges including 15 indicators is constructed from the aspects of intellectual property creation input capacity and intellectual property creation output capacity,and the principal component analysis is used to evaluate the intellectual property creation capacity of 30 undergraduate colleges in Anhui Province.The multi-angle analysis shows that although the intellectual property creation capacity of Anhui colleges has made great progress in recent years,there are still some problems from the current point of view,including:insufficient investment and uneven distribution in intellectual property creation resources,the quality is not high,the awareness of intellectual property creation is not strongthe,and the construction of intellectual property creation talent team is missing.In order to promote the intellectual property creation capacity of colleges in Anhui,this paper proposes to increase the government’s investment in intellectual property creation resources of colleges and rationally adjust the distribution structure;strengthen publicity and education to strengthen the awareness of intellectual property creation;improve the incentive mechanism and improve the quality of intellectual property creation;improve management system and strengthen the construction of intellectual property talent team;optimize the service system.
