Research Analysis On The "1+3+1" Model

In the past 40 years of reform and opening up,with the sustained rapid development of the economy and society,social work,social work institutions,community governance,and community have gradually appeared in the public's vision.Social work organizations play an increasingly important role in community governance.Chinese social work began in the 1920s and has undergone a long-term exploration and tortuous development process;but it is still in its initial development period.The government has always paid more attention to the development of social work and gave support in policy.However,in today's increasingly information-based technology era,the development of social work is also facing many problems.In the road to solving problems,it is found that in the face of the diversification and complexity of Chinese society,purely using market regulation,administration.Interventions and government monopolization are difficult to solve such a huge problem.In recent years,the state has continuously encouraged social pluralists to participate in social governance.People reform the theory and practice of social governance to meets the challenges of social development,and explore a road to social work that matches the socialism with Chinese characteristics in the new era.Social work organizations play an important role in community governance.In many places,the government and local social work organizations meet the social service needs of the people through the government and social organizations collaborative model.Taicang City is a typical representative of the government and social organizations collaborative model.With the support of the government,the social industry organization in Taicang City has developed and has its own service model in the project operation.However,these social work organizations still face many problems in the process of development,and these problems are urgently needed to be solved.Based on the research on the Love Care Summer Camp project of Q organization in Taicang City,this paper collects data;and specifically analyze the problems in the”1+3+1”linkage service model and its causes,and propose corresponding optimization suggestions.This article is described in five parts..The first part is the introduction.It briefly explains the background,meaning,purpose of the choice of the question,and summarizes and summarizes the relevant literature on social work model in China.Then the paper describes and summarizes the cities and institutions that have launched the Love Care Summer Camp project in China,and provides an empirical basis for the discussion of the linkage service model.The first chapter gives an overview of the"1+3+1" linkage service model carried out by the Q institutions and institutions in Taicang City.The second chapter introduces the "1+3+1" model of Q institutions in Taicang City to carry out the Love Care Summer Camp project,which is mainly discussed from three stages:project preparation,implementation and closing.In the third chapter,the author sums up many problems in the project progress through actual participation in the project,such as the loss of social workers,over-reliance on the government,unsatisfied multi-faceted needs of the client,and poor management of funds;The problems are analyzed and the reasons are explored,including the lack of individual participants,the need for specialization,and the unsatisfactory staffing.Finally,the fourth chapter proposes corresponding optimization suggestions for the problems found in the project implementation process,and proposes countermeasures such as enhancing the professionalism of the project team,improving the volunteer comprehensive evaluation system,optimizing community resource allocation,and formulating a comprehensive government supervision system,in order to promote the healthy development of "government and social organizations collaborative" and"1+3+1" model.
