Analysis Of The Problems In The Operation Of Social Work Institutions And The Countermeasures For Their Development

Over the past 40 years of reform and opening up,great changes have taken place in our society,and the quality of life of the people has been significantly improved.At the same time,new social problems have arisen and become more and more diversified.Some new ways of social governance have been introduced into our country.Among them,social work service is a typical representative.After the stagnation stage of development in the period of the Cultural Revolution,social work has entered an important period of development after the reform and opening up.Especially since the 18th National Congress,the term"social work"has been written into the government work report for three consecutive years,injecting a strong heart into the development of social work.Social work institutions(referred to as"social work institutions")as an important carrier of social work professional services,are at the top level.Promoted by system design,it has made great progress,both in scale and quality,and has been improved qualitatively.It is undeniable that the development of social work has brought more choices to the whole way of social governance and achieved some results.However,there are also some problems in the operation and development of social work institutions that need our attention.The problems of resource dependence brought about by'embedded"development mode and poor management brought about by rough development are the periodic characteristics of the operation and development of social work institutions in recent years.All these remind us that social work institutions can not blindly pursue the barbaric growth in quantity,but should learn to reflect in the process of operation and development and constantly look for what has appeared or can be.Problems that can arise and timely improvement measures and suggestions for social work institutions to lay a better foundation for development,so that it can play its due value in the current social governance system.This paper reviews the research achievements of Chinese and foreign scholars on the development of social work institutions in the past,elaborates on the relationship between social work institutions and the government,and summarizes the positive role of social work institutions in China's social governance system.On this basis,the author belie'ves that although social work institutions ha-ve made considerable progress in China and their professional value has gradually become prominent,social work specialty,after all,originated from Western countries and developed on the basis of social governance problems in Western countries,has certain differences with China's social environment,and the development of social work institutions will inevitably encounter some obstacles to development.Taking social work organizations in L Province as the research object,the author selected two social work organizations,using case studies,interviews,field surveys and other research methods,based on the theory of social ecology perspective,system theory and resource dependence theory,and through empirical research on the operation status of two social work organizations in L Province,the author thoroughly understood the source of funds and basic personnel situation of the institutions.Based on the analysis of the problems existing in the operation process of social work institutions in L Province and the generality summary,that L province social work institutions in the process of operation,there are institutional management system is not perfect,professional service construction is not scientific,talent echelon construction is unstable,resources pooling channels are not diversified and so on.On the basis of these problems,combined with the actual development environment of social work institutions in L Province,this paper puts forward omni-directional,multi-level and targeted development countermeasures from macro level(i.e.government,industry level),meso level(i.e.institution level)and micro level(i.e.individual level),with a view to providing direction reference for the development of social work institutions in L Province in the future.
