Research On The Classified Management Of Private Higher Education In Henan Province

Private higher education in Henan province started in the 1980 s.With the development of nearly 40 years,private higher education in Henan province has made great progress in school scale,personnel training level,faculty construction and school assets,etc.,and has made great contributions to economic and social development.On February 2nd,2018,Henan province people's government issued Opinions on Encouraging Social Forces to Set up Education to Further Promote the Healthy Development of Private Education,which explicitly proposed to “establish a system of classified management”,to “carry on classified management of the non-profit and for-profit private schools”;and private schools should be managed according to the principle of voluntary participation by the organizers,and classified management should be realized through policy guidance.Private colleges and universities should complete classified registration by the end of 2022”.This puts forward requirements for the classified management of private colleges and universities in Henan province.The thesis is mainly composed of six parts: the first part is “introduction” and the second part is “the necessity and feasibility of implementing classified management in private higher education”,the third part is “the development status of private higher education in Henan province”,the fourth part is “the problems existing in the classification management of private higher education in Henan province”,the fifth part is “the international experience of the classification management of private higher education in Henan province”,and the sixth part is “the classification management countermeasures of private higher education in Henan province”.The first part mainly introduces the reason and significance of the topic,sorts out the previous research literature related to this paper,and analyzes the relevant research status and development trend of the classified management of private colleges and universities at home and abroad.The second part introduces the necessity and feasibility of classified management of the private higher education in Henan province,the private higher education career development bottleneck,weak competitiveness,similar orientation of school goals,vague value orientation and the profit-oriented problem.At the same time,through the analysis of the current needs of China's economic and social development,the fact that higher education cannot meet the needs of society,and the needs of the masses of the people for quality higher education,to illustrate the feasibility of private higher education in Henan province classified management.The third part introduces the development process of private higher education in Henan province,which is divided into three stages:germination,development and maturity.In addition,with the development of private higher education,the government and society put forward higher requiremnts for it,so it should be classified management,and different policy support should be given to private colleges and universities of different nature to further promote te development of private higher education.The fourth part is the main content of the paper.This part expounds the problems existing in the classified management of the private colleges in Henan province.Such as private colleges and universities in Henan province are similar to for-profit schools,the personality of private university as a legal person conflicts with reality,the ownership of legal person property in private colleges and universities is unknown and private colleges and universities are facing many difficulties.Based on the analysis of these problems,the paper puts forward some reasons,such as the differences in policy support of private colleges and universities in Henan province,the unclear legal person classification system,the imperfect legal person governance structure and operating mechanism,and the imperfect external management environment.The fifth part analyzes the for-profit and non-profit private higher education in the United States and its fund composition,and introduces the classified management practice of private higher education in the United States.Combined with the practice of private education reform in Wenzhou and the innovation and development of private education in Shanghai,so as to provide reference for the practice of private higher education in Henan province.The sixth part puts forward the classified management countermeasures from four aspects: improve the classification management system,clarify the legal person status,define ownership of property rights,and the public financial support for private higher education in Henan province.
