Health is the eternal theme pursued by the people of the world.The Outline of the "Healthy China 2030" Plan issued by the Central Committee of the Communist Party of China and the State Council clearly requires that "strengthen the communication and cooperation among various sectors and industries to form a joint force to promote health." In order to promote students' physical health,the state has promulgated a series of implementing policies,and the National Standards for Students' Physical Health(revised in 2014)is issued by the state.Home unification is promulgated and implemented.All regions of the country must strictly comply with the requirements of the Standards.Due to the restrictions of school conditions and other factors in different regions,the implementation situation and effect are different.Therefore,regional research can provide reference for the improvement of the Standards and the formulation and implementation of measures to suit local conditions,and provide a theoretical basis for the study of balanced development of school physical education.To study the current situation of the implementation of the "Standard" in Xiangtan County Middle School,provide theoretical basis and practical reference for further perfecting the "Standard" and smoothly implementing the physical health test in Hunan Province Middle School,so as to make the implementation of the "Standard" really.This paper chooses 2505 middle school students,93 teachers,90 leaders and 615 parents from 30 middle schools(including 19 junior high schools and 11 senior high schools)in Xiangtan County as the research objects,using the methods of field investigation,documentation,questionnaire survey,mathematical statistics and logical analysis to investigate and study the implementation of "National Student Physical Fitness" in middle schools in Xiangtan County.The status quo of health standards(revised in 2014)is analyzed,and the problems found in the implementation process are analyzed.Finally,targeted improvement measures are put forward according to local conditions.The conclusions of the current research on the implementation of the National Students' Physical Health Standard(revised in 2014)in Xiangtan County Middle School are as follows:(1)The middle school physical education teachers,students and parents in Xiangtan County have insufficient understanding of the connotation of the Standard.Physical education teachers basically agree with the importance of physical fitness testing,and their understanding of the test items and the value of the Standard is obviously higher than their students' understanding of these two aspects and their sense of value identification.Students' understanding of the sub-content of the test items,the function of the project indicators,the scoring criteria and the matters needing attention is obviously insufficient,and there are deviations in the significance of implementing the Standards.(2)In the implementation of the "Standard" in Xiangtan County Middle School,the training of physical education teachers and students before the test is insufficient,and the training situation of township schools is higher than that of rural middle schools.Schools with a large number of students have a tight test schedule and heavy test tasks.There are some shortcomings in the emergency measures taken by physical education teachers in response to the emergencies in the process of physical testing.In the normative survey of testing,students can generally test strictly according to the project norms,but there are still a few students who can not test according to the norms.In the application and management of the data after the test,65% of the schools used to report to the website and complete the tasks.Only 2.6% of the schools made Sports Prescriptions for students.(3)The leaders and head teachers of middle schools in Xiangtan County pay less attention to the Standards.Junior high schools pay more attention to the Standards than senior high schools,and township schools are higher than rural schools.The test propaganda is not very strong,the propaganda methods are relatively single,and the overall propaganda situation shows that the propaganda intensity of private schools is higher than that of public schools.(4)The form of implementing the "Standard" in Xiangtan County Middle School is to use the time of physical education classes for testing;the testing method is still based on manual testing,which will increase the error of testing data and affect the accuracy of data.The sports facilities and equipment of middle schools in Xiangtan County are insufficient to meet the needs of physical fitness testing.The school facilities and equipment can not meet the normal use of students.There is a shortage of sports teachers in rural middle schools.(5)In some middle schools in Xiangtan County,the application and feedback of physical fitness test data are insufficient,and the test work stays on the surface of completing the task.The data after the test is of little use,and there is no follow-up application of physical fitness test work.At the end of the test,when students fail to meet the effect required by the Standard,they also fail to urge students to participate in physical exercise independently and independently,and they fail to use the feedback mechanism.Schools should increase their efforts to publicize and feedback the results of the Standard to parents.In view of the above conclusions,the corresponding suggestions put forward in this paper are as follows:(1)Strengthen the propaganda of standards and the construction of campus sports culture,and make students realize the importance of physical fitness testing.(2)Concern about the impact of family education on students,so that parents care about children's cultural achievements,but also gradually attach importance to the development of children's physical fitness,so that students actively participate in physical health testing,and to achieve the essence of promoting students' physical health.(3)Increase investment in special funds for physical fitness testing,including the construction of basic sites and facilities for physical fitness testing and the purchase of physical fitness testing instruments;allocate a special fund for physical fitness testing from school funds,so as to stimulate the enthusiasm of managers of physical fitness testing organizations;in the case of lack of funds,maximize the introduction of social resources to support physical education in schools.(4)Formulating implementation rules according to local conditions,combining the spirit of the Standards and related sports documents,and formulating implementation methods of the Standards suitable for the local conditions of township schools.(5)Strengthen the supervisory role of the executive departments,and fulfill their responsibilities from top to bottom.(6)Discuss the new mode of cooperation in the implementation of the Standard.Multi-schools can purchase the testing instruments and equipment of the Standard together,allocate them centrally,and improve the utilization rate of the instruments and equipment.Multi-schools physical education teachers can participate in the cooperation and supervise each other among schools.
