Health status of children and adolescents directly affect the future development of a country, meanwhile, it is also one of the criteria to measure a country’s comprehensive national power. Thus, physical fitness of children and adolescents is highly concerned in China.In2002, China began the trial, National Student Physical Health Standard test, which is a quite complex process that requires full cooperation of all aspects, such as, the present situation of students physical test, the influencing factors, how to proceed the Standard smoothly, how to properly guide students to recognize the importance of health test, and how to effectively solve these problems in the implementation of the test.Under the general tend of the declination in Chinese students’ physical condition, the only way is to develop teenagers’physical health, arouse their sports awareness, guide students to form good habits of physical exercise, and to highlight and promote the sports development in school.This paper tries to figure out the present working status and the influencing factors of the implementation of the Standard in Xi’an primary schools. By91randomly selected primary schools in Xi’an as the research object, using literature, questionnaires, interviews, and statistics, to analyze the survey results, this paper gives the test results of the current condition and the influencing factors of physical fitness testing in Xi’an elementary schools, and make recommendations accordingly. The results of the study were as follows:Firstly, during the testing, the competent authorities of most schools do not put enough importance and awareness in the test; the degree of supervision and cooperation of each department is not high; problems on the test can not be processed in time, all which result in the ineffectiveness of its implementation.Finally, at the end of this paper, the author gives her recommendations and opinions according to weaknesses and disadvantages in the existing physical testing, hoping to provide a good reference and a theoretical support to Xi’an and elsewhere.Secondly, many PE teachers lack knowledge and consciousness of physical fitness test, and do not understand the importance of it in Health Education. The lack of the publicity leads to the result of short of knowledge and understanding on the connotation of the physical testing. Thirdly, the survey also shows that there is no financial support for staff working for the test. The Standard did not set up a special fund to well support and enable the operators spiritually and materially. What’s worse, the lack of and outdated equipment, poor site conditions, will also greatly affect the quality of the test.Fourthly, the schools which have been investigated did not get enough attention and care from some levels of basic educational sectors, which lead to the result of the lack of oversight and policy constraints to the relevant responsible persons in the testing, and makes the test work inefficient and low quality.Finally, at the end of this paper, the author gives her recommendations and opinions according to weaknesses and disadvantages in the existing physical testing, hoping to provide a good reference and a theoretical support to Xi’an and elsewhere.
