In the process of China's economic development,the phenomenon of industrial agglomeration is very prominent and has become an important driving force for promoting regional economic development.The sustainable and healthy development of the cluster and the improvement of competitiveness require many efforts.One of the important points is the continuous improvement of the quality of the labor force in the gathering area and the continuous accumulation of human capital.As one of the important ways of human capital investment,on-the-job training is of great significance to the improvement of labor quality,the long-term development of enterprises and the prosperity of regional economy.However,the on-the-job training of Chinese enterprises is still at a relatively low level.Therefore,whether industrial agglomeration will promote on-the-job training has become a problem worthy of attention.In other words,we are concerned about whether the industrial clusters are accompanied by rich human capital investment in the development process,and whether the development of the regional economy has the characteristics of endogenous economic growth,not just the result of the input of material and cheap labor.At the same time,it cannot be ignored that industrial agglomeration is usually accompanied by large-scale population movements,and under the special national conditions of our country,the floating population has its profound characteristics,which determine that population movement will produce important influence on agglomeration economies.Based on the above background,this paper attempts to explore the impact of industrial agglomeration on on-the-job training of enterprises and how population mobility regulates the relationship between them.First of all,this paper sorts out and summarizes the relevant literatures of on-the-job training,industrial agglomeration and on-the-job training,so that it has a clear understanding of the different perspectives of the theory of on-the-job training,thus confirming the location in the relevant field where the topics studied of this paper are.Then,this paper expounds the theory of industrial agglomeration,on-the-job training theory and population mobility theory,and based on the theoretical analysis,puts forward four research hypotheses: Hypothesis 1 is a competitive hypothesis of the relationship between industrial agglomeration and on-the-job training,and industrial agglomeration may promote enterprises,On-the-job training may also reduce on-the-job training;hypothesis 2: the population mobility has a negative impact on industrial agglomeration and on-the-job training;Hypothesis 3: the companies of technologyintensive industries will provide more investment in on-the-job training;Hypothesis 4: the adjustment effect of population movement on the relationship between industrial agglomeration and on-the-job training is the largest in the eastern region,followed by the west and the central region is smallest.Then,using the China Industrial Enterprise Database and census data to conduct an empirical analysis of the relationship between population mobility,industrial agglomeration and on-the-job training,and the following main results:(1)Industrial gatherings to enhance the on-the-job training investment incentives of enterprises,and increase the on-the-job training of enterprises Input and population mobility will negatively affect the promotion of industrial agglomeration on on-the-job training;(2)If the influence of floating population is not controlled,industrial agglomeration will weaken the on-the-job training incentives and reduce the on-the-job training input;(3)Enterprise knowledge The greater the dependence of technology,the more the company invests in the on-the-job training of employees,the more willing to let employees receive training;(4)The negative adjustment effect of population mobility on industrial agglomeration and on-the-job training is in the east and west.Finally,on the basis of the previous research,the paper puts forward the following policy recommendations for improving the human capital level in the industrial agglomeration area and promoting regional economic development: First,give full play to the role of industrial agglomeration in promoting on-the-job training and accelerate the pace of development of industrial transformation and upgrading,actively develop high-tech industries,scientifically plan industrial parks,and at the same time commit to increase human capital investment,improve the quality of labor in industrial clusters,and actively introduce talents.Secondly,promote the reform of household registration system,create conditions for stable employment of migrants.Thirdly,increase the local government's support for on-the-job training for SMEs.And finally,improve the on-the-job training system that is guided by the government and actively cooperated with enterprises and individuals.
