Study On The Government Function Orientation In The Construction Of Sports And Leisure Characteristic Towns In China

In 2014,the state council issued several opinions on accelerating the development of sports industry and promoting sports consumption,which fully reflects the attention and attention paid by the Chinese government to the development of sports industry.In 2016,the national development and reform commission issued the guidance on accelerating the construction of small(urban)towns with beautiful characteristics,which enabled China's small(urban)towns with beautiful characteristics to enter a stage of rapid development supported by the government.The national development and reform commission,the ministry of land and resources,the ministry of environmental protection,and the ministry of housing and urban-rural development issued several opinions on the standardization and promotion of the construction of characteristic towns and small towns with characteristics.The development of sports industry in the country attaches great importance to the major premise,combining the characteristics of our government to vigorously develop the construction of small town(city),in May 2017,the state general administration of sports,and on promoting sports leisure characteristic town construction work notice,put forward until 2020 in the national supporting the construction of a batch of high quality sports leisure town goal,the first batch of examination and approval by the 96 sports leisure characteristic town.In such a big background,how to achieve the goal of building high quality sports leisure characteristic town,how to ensure sustainability of the construction of the small town sports leisure characteristics,give full play to the guiding role of the government,give full play to the role of market in resource allocation,encourage,guide and support enterprises,social forces to participate in sports leisure characteristic town construction and play an important role,must carefully examine the function orientation of government in creating sports town construction problems.This paper summarizes,analyzes and summarizes the concept,distribution area,type and characteristics of sports and leisure town in China through literature review,field investigation and case analysis.For sports leisure characteristic town development in the world,early good countries(such as: the United States,Japan,Britain)on the characteristics of town government in the construction of "how to position its due functions" has carried on the induction,sports leisure characteristic town construction in our country government function positioning in the current situation and existing problems,to compare and analysis using comparative analysis,logical analysis,the conclusion is as follows:(1)At present,the number of sports and leisure characteristic towns in China is small,with uneven regional distribution.(2)The common points in the development process of foreign sports towns play a service role for the government.(3)In terms of the management of sports towns in Europe and the United States,they embody the management concept of "service-oriented government",which is worthy of our country's reference,but cannot be copied.(4)In the process of construction and development of characteristic sports and leisure towns,Chinese government has the phenomena of absence,offside and dislocation.(5)The construction and development of small towns with sports and leisure characteristics can be divided into three stages: start-up,growth and maturity.
