Exploration Research On Sports Service Outsourcing In Primary And Secondary Schools In Jiangxi Province

The reports of the 19 th National Congress of the Communist Party of China put forward that building a strong education country is the basic project for the great rejuvenation of the Chinese nation.It is pointed out that education should be placed in the priority development position and people's satisfactory education should be done well.Primary and secondary school physical education is an important part of the school education system at the stage of basic education,which takes high moral values establishment,people cultivation and key competence as the fundamental task of education.Facing the era of fast changing and multicultural growing in middle and primary school,the current single mode of direct supply by schools is becoming more and more difficult to meet the demand.It is urgent to reform and improve the supply mode of sports services in primary and secondary schools.This paper devotes to the study of the necessity,feasibility and implementation ways in sports service outsourcing in Jiangxi province by means of literature consultation,interview and content analysis.Here are the main research results:1.Outsourcing of primary and secondary school sports service in Jiangxi is necessary.(1)The primary and secondary school students in Jiangxi have more strong pursuit of health and higher demand for the quality of life,thus the demand of primary and secondary school sports is rising.(2)The shortage of supply,poor quality and uneven development of urban and rural development in primary and secondary school sports services show that the supply is insufficient;(3)However,outsourcing can satisfy the need of the growing demand for primary and secondary school students,which can improve the quality and efficiency of the school sports service supply,promote the competition among the social undertaking institutions,and provide better services for primary and middle schools.2.Outsourcing of primary and secondary school sports service in Jiangxi is feasible.(1)The support of government related policies and the practice of government purchase of public service provide legal basis for the sports service outsourcing in primary and secondary schools;(2)The outsourcing of sports services in primary and secondary schools is beneficial to the all-round development for students,to provide high quality services for schools and to the development of social organizations,and in this way can constitute a multi-win situation;(3)The social organizations are keep optimizing,service outsourcing platform is gradually established,and undertaking agencies and talents continue to grow,which leads to that social undertaking institutions are developing rapidly.3.Finally,Jiangxi province is still blank in the field of physical examination service outsourcing in primary and secondary schools.Thus,based on the new public management theory,outsourcing practice experience in other provinces,national policy requirements and the actual situation in Jiangxi Province,this paper explores theoretically in the implementation path of primary and secondary schools sports service outsourcing in Jiangxi Province.(1)The main purchasers of sports service outsourcing for primary and secondary schools in Jiangxi Province are Department of Education of Jiangxi Province,Sports Bureau of Jiangxi Province,etc.;(2)Undertakers are public institutions,social organizations,and business units in Jiangxi Province;(3)Sources of funding are financial appropriations and sports lottery public welfare funds,etc.;(4)Purchase contents are physical and mental health testing services in Jiangxi province;(5)Means of purchases are competitive negotiation;(6)The payment methods adopt prepayment + postpay;(7)Performance evaluation is jointly assessed by experts and evaluation agencies.(8)In addition,opinions and suggestions are proposed based on the problems which are possible to occur in the primary and secondary school sports service outsourcing in Jiangxi Province such as the decision-making stage risks,contract design stage risks,outsourcing execution stage risks,and supervision and management stage risks.
