Logistics socialization reform was started in the year1985. The reform in secondaryvocational school has gone through nearly three decades with noteworthy accomplishment, inwhich the logistics management system and operation mechanism have been initiallystraightened out; the bottleneck in the rapid development and expansion has been eliminated;logistical support capability has been enormously improved. However, with the deepening ofreform, some deep-rooted and complicated problems emerged since2003, in particular, theplight and stagnancy of reform. Secondary vocational school’s logistics market resources andsocial market resources lack of interaction and integration due to understanding being not inplace, institutional mechanism being not fully implemented, the lack of government guidanceand the immature external conditions. The conventional thinking and closed pattern oflogistics in running secondary vocational school have yet to be fundamentally resolved. Thetarget of building market mechanism and social direction and the new logistical system thatmeets development of vocational education is far from being reached. Further promotion ofdeepening reform requires new theoretical concepts, ways and modes.This paper focuses on the concrete practice of logistics social reform, explores relevantresearches in this field, analyzes the comprehensive social reform in secondary vocationalschool, reviews three representative reform model in details, explains problems and causes oflogistics social reform fully, elaborates on new ideas and methods of deepening reform. A newlogistical model, service outsourcing and connected proposals are presented. The paper can bedivided into four chapters: Chapter One briefly describes the background, purpose,significance of the thesis and basic concepts; Chapter Two mainly reviews the development oflogistics reform in secondary vocational school and analyzes major problems that restrict thesocialization reform; Chapter Three explores the functions, prerequisites and specificembodiments of outsourcing in vocational schools; Chapter four elaborates the main route oflogistics service outsourcing from the aspects of government’s lead and coordination andschool’s tasks.
