With the increasingly fierce international competition,science and technology,as one of the core competitiveness of the country,has become the primary direction of the development of all countries,while scientific research in Colleges and universities occupies a very important position in China's scientific and technological innovation system.Therefore,it is important for the current government and colleges and universities to objectively and fairly evaluate the input-output efficiency of scientific research in Colleges and universities and reasonably and effectively allocate scientific research resources.In October 2015,the State Council officially issued the overall plan for the construction of "double first class" and clearly pointed out that the goal of the construction of "double first class" is to build a number of universities with world-class level and disciplines with world-class level in the field of higher education in China.But through the comparison of domestic and foreign universities' scientific research situation,it is realized that there is a big gap between the scientific research level of Chinese universities and the first-class international universities.Therefore,this paper focuses on the research performance evaluation methods of first-class universities,analyzes the factors that affect the research performance,and makes up for the shortcomings of the current research performance evaluation field.Aiming at the scientific research activities in Colleges and universities,this paper builds a university scientific research system in Colleges and universities(including scientific research achievement generation subsystem and scientific research achievement transformation subsystem)in line with the scientific research process in most colleges and universities.Meanwhile,because the interactive system under shared resources is more and more common,the scientific research system in Colleges and universities belongs to this kind of system structure.This paper constructs a two-stage Data Envelopment Analysis(DEA)model of resource sharing and subsystem interaction to deal with it,that is,the performance evaluation model of university scientific research system.In this study,the research system of 40 first-class universities in the "double firstclass" universities is taken as the research object.The input-output index of the research system of universities is selected,and the performance evaluation method of the research system of universities is adopted.The calculation is based on Stackelberg game theory.Finally,the efficiency of scientific research system and subsystem of 40 first-class universities are obtained,and the efficiency evaluation analysis and target collaborative evaluation analysis of scientific research system of universities are carried out.On the whole,the scientific research level of first-class universities needs to be improved,especially the transformation level of scientific research achievements.From the perspective of efficiency analysis and goal congruence analysis,one of the 40 first-class universities achieves the best efficiency of scientific research system,that is,the system achieves target collaboration,and the efficiency of other scientific research systems is lower than 1.The efficiency of the subsystem of the scientific research system is high or low.The efficiency of the subsystem of the scientific research system of three first-class universities is the best,that is,the subsystem achieves the system goal coordination.At this time,the total efficiency of the system of Tsinghua University and Northeast University is not 1,which indicates that the degree of scientific research transformation of these two universities is not the highest.The efficiency of the subsystem of scientific research achievement transformation of four universities is the best.At this time,only when the general scientific research system of Beijing University of Aeronautics and Astronautics achieves the goal congruence can we know that the creation of scientific research achievements of the other three universities is not optimistic.This study concludes that the level of scientific research innovation and the level of scientific research achievements transformation of first-class universities need to be improved,so it is a small contribution of this study to put forward targeted suggestions on the problems analyzed,such as internal management of universities,government policy guarantee,social platform construction and so on.The ideas and results adopted in the performance evaluation of the scientific research system of the first-class universities in China are of great significance to improve the efficiency of scientific research system of other universities in China and promote the innovation of scientific research system in universities.
