A Study On The Role And Function Of Social Organization In "Linkage Of Community,Social Organization And Social Workers"

Since the Reform and Opening-up,especially in the 21 st century,China has undergone profound changes in the political,economic and social fields.A large number of social contradictions have increased dramatically.Various social problems have gathered and emerged.In the past,the "big package" style of big government operation has been difficult to solve numerous and complex social problems and contradictions,which has forced the state to think about countermeasures and develop social organizations.It provides a broad space for development.At the county level,the "Linkage of Community,Social Organization and Social Workers" model is the consensus of many underdeveloped areas in the exploration and practice of innovative social governance..As the carrier,hub and bridge of the "Linkage",how the role and function of social organizations affect the effectiveness of the "Linkage" to a large extent,thus affecting the quality of grass-roots social governance.This paper chooses the practice of "Linkage" in Q District of Nanchang City and its social organizations as the research object.By using the methods of literature,questionnaire,observation and interview,this paper reviews and investigates the development process of "Linkage" and social organizations in Q District.The role and development of social organizations in Q District are studied by using the resource dependence theory and the embeddedness theory.The role and function of social organizations in the "Linkage" model are: energy enhancers,multiplying the social work level;service providers,providing community public services;collaborators,helping grassroots social governance;advocator,promoting the improvement of government decision-making.Thus,further analysis of the dilemma that social organizations may face in playing their roles in the "Linkage" model is made.In view of the constrained factors such as insufficient space for social organization policy system,insufficient capacity for resource allocation,weak endogenous motive force for development and lack of professionals,this paper puts forward feasible and perfect countermeasures for the role function of social organization.It advocates thatwe should innovate and improve the development mechanism,classify and construct partnerships,change the cultivation of thought and methods,explore differentiated services,and enhance the comprehensive ability of talents,so as to improve the role and function of social organizations in the "Linkage" model,promote the sound operation of the "Linkage",and then help to build a social governance pattern of co-construction,co-governance and sharing.
