Preschool education is an important stage to lay the foundation for the development of children's life.Ensuring school-age children to receive high-quality preschool education has long-term value for their lifelong development.At present,China's school-age children still have difficulties in entering the park,and the problem of people receiving preschool education in county areas is more prominent.According to data,There are only a few public kindergartens in counties in China,which cann't meet the needs of preschool education in counties,to solve the problem of insufficient preschool education resources in county areas and increase the enrollment rate of preschool education for school-age children.Education management departments support the development of private kindergartens by adopting the way of government purchasing public services,that is,government departments support the development of private kindergartens and transform them into inclusive private kindergartens with reasonable fees and guaranteed quality of education,so as to make up for the shortage of preschool education resources in county areas.This study selects 10 inclusive private kindergartens in 3 counties,empirically analyzes the development status of inclusive private kindergartens in county areas,summarizes the development process and effectiveness of inclusive private kindergartens,analyzes existing problems,and try to propose a solution.Interviews with the direct reference of the development of inclusive private kindergartens--the education administration department,the kindergarten directors,the parents of students,and the quantitative questionnaire data analysis of the kindergarten teachers,it is concluded that development of inclusive private kindergartens has a positive impact on improving preschool education in the county.The remarkable achievements in the development of inclusive private kindergartens in the county are as follows:the development procedures of inclusive private kindergartens are standardized,and the development trend is improving.However,as an emerging product,inclusive private kindergartens are inevitably experiencing some problems,including:the administrative department of education to guide the absence of regulation,development funds inadequacy,the difficulty in improving teacher mobility and training learning problems,the social public recognition is not high,the field restricts the development of kindergarten.The development dilemma of inclusive private kindergartens is caused by many factors.The mainly reasons for the difficulties are:the education administration has not fundamentally changed the traditional concept of private kindergartens;the kindergarten fees reduce and the shortage of financial subsidies cause the conflict;the welfare of teachers has not been effectively guaranteed;The public does not understand the universality;the site conditions and facilities cost higher.This study attempts to put forward the following suggestions:The education administrative department should refine the daily management and guidance;Set reasonable standards for fees and subsidies,change the distribution model of subsidies from county-level,change to the provincial,city,and county levels joint responsibility,and set up special funds to guarantee teachers salaries;Safeguard the rights and interests of kindergarten teachers,improve the level of salary and welfare,and implement a systematic and perfect training system for teachers development;Increase publicity,improve the public's sense of identity with inclusive prnvate kindergartens,strengthen the way of home cooperation,and jointly promote the development of preschool education;"Rigid and soft" breaks the restrictions of the developing site conditions,formulate relevant rules and regulations,and encourage all sectors of society to actively participate in the construction of inclusive private kindergartens.
