Inclusive private kindergartens are the new product of education reform of preschool education in China in the new period.It is the new development of non-profit private kindergartens,and is a positive measure taken by the government to alleviate the “difficulties in entering the kindergartens ” and the "high cost of admission",to meet the needs of more kindergartens..In early 2016,the Ministry of Education announced a number of new national pilot children cities for pre-school education reform,of which X District in Jiangxi province is among them.After it became a national pilot area for pre-school education reform,the district government put forward that preschool education should be regarded as an important part of the government's development of education and improvement of people's livelihood.At the same time,during the experimental period,private kindergartens should be actively promoted to be inclusive kindergartens.This district has identified 43 inclusive private kindergartens.What are the results of these kindergartens? What achievements have been made and what kind of garden predicament have encountered?This study is based on the present situation of the inclusive private kindergartens in the X District of Jiangxi Province,summarizes the experience of the efficient inclusive private kindergartens,discusses the plight of the garden,and makes a thorough analysis of the reasons behind the plight,thus put forward the constructive Suggestions,for X area and even the rest of our country inclusive private kindergartens provides referential template.The first part of this study is a brief overview of the research background,research status,research purpose and significance,research methods and core concepts.The second part,from the perspective of educational equity theory,public product theory,externality theory and educational cost sharing theory,discussed the theoretical basis of the government to support the inclusive private kindergartens.The third part takes the X District of Jiangxi Province as an example to investigate the current situation of inclusive private kindergartens.It is found that although the area has achieved certain achievements.At the same time,it also faces a series of difficulties,including the shortage of capital,the weak teachers,the teachers' treatment,the strong mobility of teachers,the improvement of the quality of education and the improvement of the management level.The fourth part of the study is to explore the reasons for the difficulty of running kindergartens in inclusive private kindergartens.This paper looks for the reasons from three stakeholders of the government,society and kindergarten.The reasons is as follows: the construction of the service-oriented government needs to be strengthened,the policy implementation is slow and the standardized management system is not sound.For the society,it has a lack of understanding of inclusive kindergarten policy,prejudice against the inclusive private kindergarten,and low participation.For kindergartens,it has a single source of funds,a deviation in policy implementation,and a weak culture of universal benefits.The fifth part puts forward corresponding countermeasures and suggestions for the predicament of the existence of private kindergartens.It is considered that the government needs to increase investment,rebuild service oriented government and raise the level of standardized management.It is necessary to raise the awareness of all sectors of society,change the attitude of people from all walks of life and enhance the participation of people from all walks of life.Furthermore,the kindergartens should strive to develop diversified financing channels,strive for strong support from relevant government departments,and create a culture of inclusive culture.
