A Study On The Strategies And Paths Of Building The Autonomy Of Social Worker Organizations

The 19th National Congress of the Communist Party of China came up with the strategic target of "forging a social governance structure featuring common construction,shared governance and shared benefits",in addition,emphasized that it was necessary to"drive the core of social governance to move down to the basement layer,give play to the role of social organizations in social governance,and realize the constructive interactions between government management and social tuning,and residents' self-governance".Based on this background of macro policy,it is of great significance to study the relationship between social organizations and the government,and give play to the active and positive functions of social organizations in social governance.Over the past few years,the number of social organization services purchased by the government has been continuously increasing.While the government provides the·resource support such as policies and funds for social organizations,because the government occupies an absolute predominance position in the respects such as resource control and distribution and institutional supply,so that social organizations form a relationship of excessive dependence on the government to a great degree,which has influenced the autonomous play of social organizations and the long term growth of organizations.Under this background,taking W City B social work institution as an example,by means of participatory observation,in-depth interviews and other research methods,the writer probes into the specific construction strategy with autonomy of the social work institution in the course of undertaking government project operation.Through literature carding and practical investigation and survey,the writer found that in the course of undertaking government purchase of service projects,although the social work institution falls under the intervention and limitation of government's political authority at certain lays,it is still able to present greater autonomy and value pluralism characteristics.The strategies of autonomous construction of the social work institution mainly consist of:excavating the superior resources of the institution itself;conquering the inner and outer dual restraining factors;actively giving play to the professionalism of social work;facilitating the development space of the autonomy by means of enhancing service quality;on the basis of broadening the resource link channels,achieving the effective connection and orderly combination among various kinds of resources,so as to promote the institution's ability for mastery and use towards resources.Through the study on the binding force factors faced by the autonomous development of B social work institution,this article comes up with three principles that the autonomous construction of the social work institution should abide by,which respectively are the declaration of legality,straightening out external relationship and self-capacity building.This article's emphasis is largely on inquiring into a path to the construction of the autonomy of the social work institution,to promote the social work institution to achieve self development,enhance the government's recognition degree to social organizations,access to social identity,move forward constantly the quality and efficiency of social services,consolidate the central position of social organizations in the course of social governance,and energetically structure a favourable cooperative relationship between government and social organizations.
