In recent years,puerile and juvenile misconducts have not been uncommon.It has been widely reported in China's newspapers that parents fail to properly educate and even connive at their kids,which has caused great loss of public property and disruption of public order.The word"mischievous kids"and the opinion of"mischievous kids must have mischievous parents”have been fiercely discussed.Parental education,as a preventive measure and coping path with such phenomenon,has been paid more and more attention.Parental education refers to the education for parents,which includes both institutional education and self-education.Its purpose is to change or enhance the parents'notions of education,so that they can acquire the knowledge and skills of raising and educating their children.It also aims to help those adults who are to have children,preparing them as more"professional"parents.Based on the theory of public governance and governmental responsibility,from the perspective of public management,this thesis investigates the current situation of supply and demand of parental education for pupil parents in Kunming,attempts to analyze the facts and causes of the imbalance between supply and demand through empirncal research,and tries to put forward the ways of coordinating various subjects to promote the balance.The methods of literature review,questionnaire survey,and interview are applied.At present,the problem between supply and demand in parental education for pupil parents in Kunming is shown in the following aspects:(1)There is a lack of main suppliers for parental education;(2)Objects of parental education tend to be polarized;(3)The supply and demand of parental education is"intellectualized";(4)The planning and implementation of parental education activities neglect the actual conditions of parents;(5)There is a lack of environmental resources for parental education;(6)The risk group of research are dissociated from the current practices of parental education.In view of the above-mentioned imbalance,this study,based on the theory of public governance,proposes ways to promote the balance between supply and demand of parental education for pupil parents in Kunming from three aspects:functional departments of government,parental education practitioners,and parental education objects.Government's functional departments should(1)explore the laws,regulations and public policies of parental education;(2)Incorporating the Development and Supervision of Parental Education into Government Functions;(3)establish qualification system;(4)make full use of the mass media to advocate the scientific concept of parental education.For practitioners of parental education,(1)cooperate with multiple subjects to promote the implementation of parental education;(2)propagate the objectives and significance of parental education to parents,and motivate them to get engaged in the education;(3)reasonable design of the content of parental education;(4)explore more flexible and diverse implementation methods of parental education;(5)strengthen professional qualities of teaching subjects.In terms of parental education objects,(1)gradually change the conventional notions about family education and attach importance to parental education;(2)choose various learning ways according to their own actual situation;(3)pay attention to the comprehensive development of children and avoid the tendency of"intellectualization".;(4)integrate theory with practice and flexibly put the knowledge of parental education into specific practices.
