With the implementation of the burden-lightening policy of basic education in China,pupils' school time has been obviously shortened.At the present stage,the family structure is mainly composed of nuclear families and dual-career families confronting the problem of children's "vacuum" supervision at the transition zone between school education and family education.The issues of pupils' after-school delivery,care and education have gradually attracted the attention of all sectors of society so that various types of after-school childcare services have emerged.Due to the lack of effective supervision of market childcare institutions over a long period of time,its problems are gradually exposed,such as the casualty of fees,the instability of teachers and the poor quality of childcare.Therefore,demands have escalated for school-based childcare,safe havens and educational enrichment for primary school students in their out-of-school time.And parents commonly appealed to the government to take up the responsibility by supporting and encouraging schools to be the host of school-age childcare.The Ministry of Education has issued some related policies,which requires all local primary and secondary schools to play a basic role in scientifically carrying out after-school trusteeship services for students.Moreover,the issue of after-school care and service for primary and secondary school students has been formally included in the proposal of the 2018 "Two Sessions".Recently,several provinces and cities have begun to explore new channels for the development of school childcare.Under the condition of unbalanced development of educational resources,the implementation of school childcare can make up for the absence of family education to a certain extent,enrich institutionalized school education,improve the all-round development of students,promote the balanced development of compulsory education and the realization of educational equity.At present,the school-based childcare for primary school students has achieved certain results,but it is still in its experimental infancy within some cities.Firstly,on the basis of a comprehensive overview of related research findings at home and abroad,this paper defines the concept of school childcare,clarifies its public welfare nature and expounds its practical value.Secondly,this study investigates the current situation of school childcare in four sample primary schools in W city,Hubei Province and finds out their implementation difficulties.Finally,the deep-level analysis is conducted from four levels of thought,regulation,system and practice.And then,based on collaborative governance theory,four principles and three main paths of collaborative governance for school childcare are proposed.Specifically,the former includes the public-benefit principal and principles of fairness,sustainable development and multi-dimensional cooperation led by the government;the latter represents three governance paths for good institutional environment construction on macro level,a standardized collaborative governance mechanis,'s establishment on micro median level and school internal management measures' implementation on micro level.With the transformation of government functions,the continuous development of civil society and the renewal of educational concepts,childcare for primary school students needs to be transformed from the private sector of market operation to the public field guided by the government,in which multi-agents such as schools,communities and non-profit organizations cooperate with each other.The theory of collaborative governance advocates the benign interaction among various systems of participation,providing a new perspective and a design path for solving this social public affairs.
