Two-way Interaction Between Social Resources And Community Services From The Perspective Of Holistic Governance

Since entering the new era,the principal contradiction in our society has been transformed into the contradiction between the people's ever-growing need for a better life and unbalanced and inadequate development.The report of the 19th CPC national congress put forward that strengthening social governance and improving people's livelihood are inseparable from the rational allocation and full utilization of social resources at the grassroots level.As a grassroots governance unit that "absorbs" social resources,community transforms a large amount of social resources into community services required by community residents.Whether the community can effectively integrate and allocate resources and turn social resources into high-quality community services is the key issue for the construction and development of urban and rural communities in China.Since the current academic research on social resources and community service has not deeply explored the interaction between the two,this paper attempts to clarify the complex interaction between social resource allocation and community service.This paper introduces the related theory of political sociology,politics and social existing related research,through the construction of "social resources-community service" two-way interactive structure and analysis framework,with the integration of urban and rural areas as the research background,with 19th National Congress report and policy guidance for writing opportunities,guidance on the theory of holistic governance,with interactive influence factors as the breakthrough point of the in-depth analysis and writing framework of the main line,with the help of 50 practice case analysis to support.The study found that the interaction between social resource allocation and community service is influenced by the six dimensions of subject,object,platform,mechanism,system and pattern,thus forming" strong resources-strong service" and" strong resources-weak service".The four interactions of "weak resources-strong service" and"weak resources-weak service",different interaction modes embody different interaction characteristics,which contain three types of interaction:full interaction,insufficient interaction,and interaction break.It is suitable for summarizing the relatively stable and distinct characteristics formed by the interaction between China's social resource allocation and community service capabilities.At the same time,based on the analysis of the interactive case of"social resources-community service",summarize the positive and negative aspects of the current" social resource-community service" interaction,and propose relevant suggestions to enhance the interaction between the two to help realize the allocation of social resources.Optimize and upgrade community services to improve the overall coordination of social resources within the community's jurisdiction.
