Education is an important cornerstone of national rejuvenation and social progress.Great achievements have been made since the comprehensive implementation of compulsory education in China,but the contradiction between the people's demand for high-quality educational resources and the insufficient supply of educational resources is still very prominent,which seriously restricts the balanced development of compulsory education in China.Teachers are the core part of compulsory education resources and an important guarantee for the development of compulsory education.At present,due to the influence of many factors,the allocation of teachers in compulsory education still has problems such as insufficient number of teachers and unbalanced structure,which affect the sustainable development of compulsory education.Under the background of comprehensively deepening the construction and reform of the teaching staff in the new era,promoting the balanced allocation of teachers in regional compulsory education is not only the key to improving the quality of regional education and teaching,but also the inevitable requirement for the development of education modernization.Therefore,it is of great practical significance to study the balanced allocation of teachers in regional compulsory education for promoting the overall coordinated development of regional educationIn this paper,Zhuhai economic and technological development zone(hereinafter referred to as "Zhuhai development zone")is selected as a case study.Focusing on the balanced allocation of compulsory education teachers in the region,literature research method,comparative research method and data analysis method are adopted.Firstly,by searching domestic and foreign research literature and relevant national policy documents,this paper interprets the connotation and significance of the allocation of teachers for compulsory education,and analyzes the new requirements on the allocation of teachers for the balanced development of compulsory education in the region under the background of the new era.Based on the theories of educational equity,public goods and resource allocation,as well as the existing national policies on the balanced allocation of teachers,this paper provides systematic theoretical support for the equalization of teachers in the region,and discusses the necessity of the balanced allocation of teachers in compulsory education in the region.Second,by collecting statistical data,mainly based on the quantity and quality of Zhuhai development zone of compulsory education,the paper analyzes the present situation,problems and reasons of teachers'configuration,comparing with the same type of development zone in Guangdong province.Finally,according to the results of the analysis,combined with the unique reaional development advantages,the paper puts forward the corresponding countermeasures and suggestions of promoting balanced compulsory education teachers configuration.:The countermeasures and suggestions mainly include accelerating regional economic development,improving the teacher management mode,clearing government's responsibility,and improving the motivate mechanisms,building long-term effective mechanisms for teacher turnover,etc.
