Developing vocational education is an important way to promote economic development,promote employment and improve people's livelihood,as well as a key link to alleviate the structural contradiction between labor supply and demand.The Outline of the National Medium-and Long-Term Education Reform and Development Plan(2010-2020)proposes that "we should establish and improve the school-running mechanism led by the government,guided by the industry and participated by enterprises,formulate regulations to promote school-enterprise cooperation in running schools,and promote the institutionalization of school-enterprise cooperation.There is no doubt that the development of school-enterprise cooperation will be the only way for vocational education.At present,an important reason that restricts the industrialization process of Guizhou province is the unreasonable quantity and structure of skilled talents,and the serious shortage of high-quality and highly skilled technical application talents in the production,operation and management front line,which weakens the technological competitiveness and sustainable development ability of enterprises.Higher technical application talents trained by higher vocational colleges are the main channel of industrial development of manpower in Guizhou.At present and in the future quite a period of time,the large quantity of higher technical application talents needed to promote the industrialization of the whole province can only rely on the provincial colleges and universities to train.Therefore,the development of vocational education school-enterprise cooperation is expected by the public.The government,as the regulator and supervisor of school-enterprise cooperation,can effectively use its macro-control hand to promote the development and growth of school-enterprise cooperation,and mobilize the initiative of schools and enterprises.This paper will take Guizhou Province as an example to study how the local government can play a leading role in school-enterprise cooperation and effectively promote school-enterprise cooperation in higher vocational colleges.This paper expounds the purpose and significance of the research,and on the basis of sorting out the relevant research status at home and abroad,it introduces some related core concepts and related theories in the study course of this paper.Through the introduction of stakeholder theory,this paper introduces the current situation of school-enterprise cooperation in higher vocational education in Guizhou Province,and comprehensively uses literature analysis,case analysis and policy text analysis to describe the problems and reasons of promoting school-enterprise cooperation in higher vocational education by the government of Guizhou Province.These problems focus on the legal and regulatory system,backward ideology,backward functional construction and inadequate learning and communication.Then,by drawing lessons from the experience of domestic and foreign governments in promoting school-enterprise cooperation in higher vocational education,this paper puts forward targeted and operational countermeasures and suggestions.It is hoped that the relevant research conclusions of this paper can provide useful reference and reference for the Guizhou government to better play a role in the school-enterprise cooperation of higher vocational colleges.
