The development of vocational education is an effective way to improve the population quality and enhance the national competitiveness. School-enterprise cooperation mode of vocational education has received broad recognition in society. However, the cooperation has difficulty in operating smoothly because schools and enterprises fight for different interests. The government, working as the manager of public affairs, plays an important role in promoting school-enterprise cooperation. Meanwhile, the national education'12 5'plan pointed out that we should establish a government-led, industry-guided school-enterprise cooperation system, which clearly declared the Governments'dominant position. Therefore, carrying out government-led education cooperation and doing further studies on strategies to improve the government's leading role are effective ways to solve practical problems.Based on plenty of domestic and foreign materials, the paper discussed the school-enterprise cooperation. Firstly, government function in the school-enterprise cooperation is explained from the perspectives of the Education Department, Human resources and social security department and local government.Secondly, the paper studies the functions of the school-enterprise cooperation in developed countries as well as the methods of promoting it. By legislative, administrative and economic means, the developed countries display the functions of investment, purchasing, financing, coordination and regulating to promote the school-enterprise cooperation. Visibly, the school-enterprise cooperation benefits efficiently from the government's leading role.Again, the paper studies on both the issues and countermeasures of the government's participation in vocational education. By analyzing the current situation, the existing obstacles in legislation, system and ideology are pointed out. In conclusion, we should continuously explore effective school-enterprise cooperation modes, improve the research on the government's participation in enterprise cooperation and promote the vocational education development in China.
