| Vocational education is the education that is most closely related to economic development,which bears the important responsibility of cultivating high-quality technical and skilled talents serving regional economic and social development,whereas school-enterprise cooperation is a kind of talent training mode,which combines the advantages of resources from both schools and enterprises,and plays an important role in the development of vocational education.Practice has proved that school-enterprise cooperation needs not only the extensive participation of vocational colleges and enterprises,but also the strong support from the government.As the bridge between enterprises and vocational colleges,the government is the best facilitator and overall planner for the conflicts of interests between schools and enterprises,who plays an irreplaceable role.With the continuous development and progress of the economy and society,the necessity and importance of school-enterprise cooperation has become increasingly prominent,which has played an extremely important role in optimizing the mode of personnel training,improving the quality of vocational education,promoting technological innovation and alleviating employment difficulties.Since the reform and opening up,great progress and remarkable achievements in the development of vocational education have been made,but due to the restriction of factors like the lack of enterprises enthusiasm and government functions,there still exist some deficiencies in the development of school-enterprise cooperation in vocational education.With the introduction of major policies such as the Implementation Plan for National Vocational Education Reform,there are still a lot of difficult tasks to be done about how to optimize government functions and further improve the level of school-enterprise cooperation in the future.Strengthening the research on government functions in school-enterprise cooperation is an important guarantee to promote school-enterprise cooperation of vocational colleges,which can not only optimize the talent training mode and promote the integrated development of industry and education and the construction of innovative country,but also play important roles in promoting the increase of vocational education quality and the restructure of local industries and alleviating employment difficulties.Therefore,it is of great theoretical significance and practical value to do well in this work.Taking the government functions in the school-enterprise cooperation of vocational colleges in Y city as the research object,this paper studies how the local government plays a leading role in promoting the school-enterprise cooperation effectively.Based on the related theories of new public management,government function,public product and system,and also the research methods such as the literature research,the questionnaire survey,expert interviews and the case analysis,and so on,the paper comprehensively summarizes the present situation of Y municipal government promoting the school-enterprise cooperation of vocational colleges.Then it discusses the deficiencies existing in Y municipal government’s promotion of school-enterprise cooperation and their causes.Finally,by actively learning from the advanced experience of domestic and foreign governments promoting school-enterprise cooperation,it comes up with some corresponding countermeasures and suggestions on improving the roles of government to be played in school-enterprise cooperation of vocational colleges.In light of the above-mentioned ideas,this paper conducts questionnaires and interviews respectively from such aspects as the development intention of school-enterprise cooperation,the expectations on the government,the evaluations on the roles played by government,the importance and satisfaction of school-enterprise cooperation,etc..Meanwhile,it makes an in-depth research on the current situation of Y municipal government promoting the development of school-enterprise cooperation.The research finding shows that there still exist some problems in promoting school-enterprise cooperation by Y municipal government,such as weak policy guidance,poor public service,and imperfect supervision,which have seriously restricted the sustainable development of vocational education.There are so many causes for these problems,including the ones from the government itself,the environmental factors for the government’s role and so on,among which the government’s insufficient promotion of school-enterprise cooperation is the major one.Due to the lack of comprehensive and profound understanding,the delay in the legal system construction of school-enterprise cooperation,the insufficient government functions,and the loss of quality and performance management and so on,the current school-enterprise cooperation is still in a low level of development.In view of the problems and causes in the research,the paper actively learns from the advanced experience of the developed countries such as Germany and Australia in promoting school-enterprise cooperation,and positively draws lessons from the successful practices of local governments such as Ningbo,Suzhou and Wuxi in promoting school-enterprise cooperation of vocational colleges.On this basis,by combining school-enterprise cooperation with the strategies of building a moderately prosperous society in all respects and an innovation-oriented country,and by enhancing the ideological understanding of school-enterprise cooperation and vocational education,the paper realizes that the school-enterprise cooperation of vocational colleges is a systematic job,and the government,vocational colleges and enterprises bear different functions and responsibilities in this cooperation.Among them,the government has a special position and plays an irreplaceable role.Therefore,this paper comes up with some corresponding countermeasures and suggestions for the government,including further improving relevant laws and regulations,increasing policy supply,strengthening the coordinative function of service and organization,perfecting the system of supervision and evaluation,and promoting the innovation of vocational education system and mechanism,in the hope of providing reference for the development of vocational education and government decision-making in the future.The school-enterprise cooperation is not only a systematic job,but also a long-term one,which involves the government,enterprises,schools and so on.Due to the limitations of research materials,time and samples,this paper just focuses on the role played by government in the school-enterprise cooperation of vocational colleges,and the depth of countermeasures is still lacking.In this regard,the next step for the research will be to closely follow the major national development strategy and carry out further research into promoting the integration of industry and education in school-enterprise cooperation,with focus on the following points: Firstly,how to give full play to the roles of the management organization for school-enterprise cooperation of vocational colleges and to strengthen the coordination and guidance of school-enterprise cooperation? Secondly,how can the government fully mobilize the enthusiasm of enterprises to participate in school-enterprise cooperation through institutional settings? Thirdly,how can the government further deepen the awareness of quality management of vocational education,strengthen the assessment and evaluation of the quality of running vocational colleges,and establish a reward and punishment mechanism for school-enterprise cooperation? And fourthly,how to make the school-enterprise cooperation come into the operation track of legalization and standardization?... |
