This research takes the specialty of universities of applied sciences as the research object,and uses literature analysis method and comparative research method to fully analyze the characteristics of universities of applied sciences and the different types and core meanings of professional evaluation.The purpose is to clarify the unique positioning and special needs of the professional universities,and to analyze the advanced experience of international professional certification,so that in the construction of professional evaluation index system,the selection of indicators has clear meaning and clear standards.And according to the laws and regulations promulgated by the state,the relevant policies issued by the local authorities and the consultation of authoritative experts,determine the evaluation criteria for each indicator in the professional evaluation,it has guiding significance and contribution value to the professional development of universities of applied sciences.Finally,according to the Delphi method,the consulting experts assign weights to each indicator,making it a complete,applicable and realistic evaluation index system.This paper believes that under the background of the adjustment and upgrading of the industrial structure of the Universities of Applied Sciences,through the merger,integration and upgrading of higher vocational colleges or local new undergraduate colleges,local general undergraduate institutions to transform and upgrade.The purpose is to cultivate high-level applied technical talents with solid theoretical foundation,strong application ability and practical practical skills.The purpose of the professional evaluation of the Universities of Applied Sciences is to analyze whether the establishment of the major meets the orientation and other characteristics of the Universities of Applied Sciences.The development of evaluation criteria can provide direction and strategic guidance for universities that are undergoing transformation.The paper always includes the following five chapters:Chapter 1: Introduction.This paper introduces the source of the research topic and the purpose and significance of the research,summarizes the relevant research results at home and abroad,and introduces the research methods of this research.Chapter 2: Overview of the University of Professional Evaluation and Applied Technology.This paper introduces the core concepts of professional evaluation and the relevant theories of professional evaluation,and analyzes the characteristics of universities of applied sciences from the perspectives of school orientation,training objectives,and faculty characteristics,and provides a theoretical basis for the subsequent construction of professional evaluation index system.Chapter 3: Comparison of the standards and contents of the international professional certification system.The specific contents of professional certification standards in the United States,Britain and Japan are introduced.The commonalities and differences of certifications of the three countries are analyzed from the content and structure.The characteristics of professional certification in three countries are analyzed from the perspectives of professional certification trends and processes.Chapter 4: Design of professional evaluation index system for universities of applied sciences.From the characteristics of the universities of applied sciences,strictly follow the principles and ideas of constructing the index system,and use the analytic hierarchy process to construct the evaluation index system.Set evaluation criteria for each specific observation point and assign weights to each indicator.Chapter 5: Conclusions.This part combs the research contents and conclusions of this research,summarizes the research conclusions and innovations,difficulties and shortcomings in the research,and the prospects for subsequent research.
