Experience shows that education,as an important way to accumulate and form human capital,is of great significance to a country's economic development.Among them, vocational education, which is oriented by training technical and skilled talents, plays an important role in the modernization of industrialization or economic development of a country. In our country, with the economic development changing from high-speed to high-quality,extensive to intensive, education and talent training should also change from quantitative to quality. The imbalance of talent structure, that is,the phenomenon of relative surplus of general education personnel training and serious shortage of technical skills application-oriented personnel training in the past, needs to be changed urgently.Based on this, firstly, this paper analyses the development of Vocational Education in China, the situation of funds, teachers and students, and finds that in 2002 and 2005,the State Council issued documents one after another, proposing to coordinate all parts of the education system, vigorously develop vocational education and promote economic growth in China. Then, from 2002 to 2010,vocational education ushered in a period of rapid development. The number of vocational education schools, the number of students in schools, and the "vocational-general education ratio" were significantly improved. However, after 2010,the further development of vocational education is faced with such problems as sufficient funds, low teachers(including quantity and quality),low efficiency of school-enterprise cooperation, and the idea and concept of attaching importance to general education and neglecting vocational education, which leads to the shrinkage of vocational education again. Then,by summarizing the development model of Vocational Education in the developed countries such as the United States,Japan and Germany, and drawing the "vocational-general education" shunt map,the paper puts forward the experience that can be used for reference in the development of Vocational Education in China. Then, under the framework of Dennis' analysis,we use Eviews 8 statistical software to make an empirical analysis of the contribution rate of vocational education to economic growth in China from 1991 to 2016.The results show that:(1)the contribution rate of vocational education to economic growth reaches 1.585%;(2)compared with other education, the economic contribution of Vocational Education in China is in the forefront;(3)the vocational education of employees. The average annual growth rate is more than 6%,which is second only to undergraduate education. It plays an important role in improving the cultural quality and technical ability of Chinese workers. Finally, the paper puts forward suggestions for the future development of Vocational Education in China from four aspects: perfecting the vocational education system, perfecting the educational financial investment policy, improving the quality of vocational education teachers, and constructing the vocational qualification certification system.
