Heterogeneous Human Capital,Industrial Transfer And Industrial Structure Optimization

At present,the imbalance of regional economic development in China restricts the long-term stable development of the economy.Most industries are concentrated in the eastern region.While the economy is developing rapidly,the cost of labor and land are soaring.Therefore,it is very important for different industries to adapt to local conditions.Human capital is the intellectual guarantee for industrial structure optimization.Industrial transfer is the direct way to optimize industrial structure.Human capital and industrial transfer have synergistic effects.It is necessary for industrial structure optimization to study the relationship between human capital and industrial transfer.This thesis reviews the research on human capital,industrial transfer and industrial structure.It is found that the research on the impact of heterogeneous human capital and industrial transfer on industrial structure is not mature.Based on the analysis of the mechanism of the impact of human capital and industrial transfer on industrial structure,the panel data of 29 provinces in China from 2004 to 2016 is used.Meanwhile,The data is divided into Eastern,Central,and Western regions to study the regional differences of impact of human capital and industrial transfer on industrial structure.The results show that heterogeneous human capital can promote the industrial upgrading in the eastern region and the rationalization of industrial structure in the western region.The transfer of capital-intensive industries have an inhibitory effect on industrial upgrading in the eastern region,and promote the industrial upgrading in the central and western region.The homogenous human capital and industrial transfer can promote the rationalization of industrial structure in the eastern and central region,heterogeneous human capital and industrial transfer will inhibit the advanced industrial structure.The following policy recommendations are proposed: vigorously promote the heterogeneous human capital;promote the transfer of capital-intensive industries from the eastern region to the central and western regions;match the industrial structure and the human capital in the central region;ensure the different time Qualitative of industrial policy implementation and industrial transfer.
